Job Description
Human Resources Specialist (DIRECT HIRE)

Some of the major duties are: Recruitment and Placement: Troubleshoots difficult and controversial internal and external staffing and placement problems; provides advice and guidance to staff on unusual, difficult, or controversial recruitment situations. Advises on recruitment strategies, and sources and special programs which emphasize affirmative action in staffing positions. Responds to requests for technical services on Merit Promotion, and recruitment and placement from employees, managers and other customers. Position Management: Provides management with insight in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development. Benefits and Retirement: Handles issues related to retirement benefits issues, health benefits issues, employee leave programs and other insurance coverage options. The incumbent is responsible for administering and providing advisory services on the Federal employee benefits including group life insurance, health benefits, and the Thrift Savings Plan programs. Classification: Provides managers and employees with information and interpretations of the organization's HR (Classification) policies, procedures and guidelines.
Work Schedule: Monday - Friday, 8 a.m. to 4:30 p.m.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

This is a telework eligible position; however, this must be approved by the supervisor once all regulatory requirements have been met.

GS-09 grade level: To qualify at the GS-9, the applicant must demonstrate one year of specialized experience at the next lower grade (equivalent to the GS-7 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: providing basic support and assistance on human resource management functions in areas such as recruitment, staffing, processing personnel actions, pay administration, and/or assisting with in-processing activities of new employees; researching and analyzing information; maintaining/tracking personnel records and/or actions; responding to agency customers, employees, and public request and/or inquiries on various human resources related issues; and utilizing various automated systems to complete a wide variety of personnel actions and daily tasks.

Applicants may substitute education for the experience required for the GS-09 level. To qualify based on education for this grade level you must have a master's degree in a closely related field (e.g., human resources, business administration, management, economics, etc) or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree.

OR

Applicants may also combine education and experience to qualify at the GS-09 level. The combination of specialized experience as described above and graduate education in excess of 18 semester hours which when combined equals 100% of the requirements. (Only graduate education in excess of 1 full year is creditable. To calculate your percentage of education, first determine the total number of hours that exceed 36 semester hours or your school's definition of two full years of study. Then divide the total number of your excess semester hours by 18 or your school's definition of one year of study. To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. For example, if you had if you had 9 months of specialized experience equivalent to the GS-09, then you would have 75% of the required experience. If you also had 45 semester hours of creditable graduate level education, then 45-36=9 semester hours. 9 divided by 18 is 50% of the required education, and therefore, 75% + 50% = 125%. You would qualify for this position).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
