Job Description
Assistant Human Resources Officer

As the Deputy Director, the incumbent will be responsible for managing, directing, and supervising the CHRMO staff through subordinate supervisors. The Deputy Director is responsible for reviewing draft regulations, standards, or other guidance for impact on the organization as well as for drafting and maintenance of CHRMO policy memorandums which service as the medium for establishing, publishing, and communicating all standing policies required to conduct business for CHRMO. Determines the need to continue, rescind, and/or re-write each applicable policy to ensure compliance with audit criteria as well as VA and OPM regulations. Identifies human resource management problems, concerns, and quality management issues; develops sound and appropriate recommendations and alternative solutions.

The incumbent:

  • Evaluates program responsibilities and provide recommendations to VHA on long-range planning issues and evaluation of program objectives; and the use of automated examining and staffing systems.
  • Serves as expert for project management and analyze human resources services; automated HR systems; workload and FTEE dispersion; and resource management.
  • Works with the CHRMO Director, Associate Chief Officer (ACO), Deputy ACO, and the Senior Management Team to improve the overall resource governance, management, and performance of HROO and its subcomponent divisions.
  • Prioritize assignments and shift workload and FTEEs to ensure the organization continues to work effectively and efficiently.
  • Employs expertise in automated systems (i.e., HR Smart, ProClarity, E-Quip, USA Staffing, etc.) to monitor and manage workflow, trends and resources and to increase and improve automated work processes.
  • Establishes, revises, or reviews VHA guidance, procedures, mission objectives, and organization design in an effort to eliminate work problems or barriers to the mission accomplishment, promote team building, implement quality improvements, and respond to concerns with regulatory compliance and/or customer requirements.
  • Serves as expert in HR matters involving Title 38, Hybrid Title 38 and Title 5.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation. Specialized experience is defined as experience directly related to the position, which equipped the applicant with the particular knowledge, skills and abilities required to successfully perform the duties of the position, and are typically in or related to the position to be filled. Qualifying specialized experience for this position includes, but is not limited to: recent operational experience as a senior HR leader or Supervisory HR Specialist, with a complex and hard to recruit workforce; awareness and adaptability managing the dynamics of the multi-generational workforce; experience conceptualizing problems and creating or directing studies addressing the financial dynamics of managing a high cost workforce. The candidate should possess some knowledge of all areas of Human Resources including staffing, classification, pay administration, benefits, employee/labor relations, etc; and have demonstrated experience in these functional areas. The applicant must have experience developing/implementing personnel policies; serving as a human resources expert for the executive management team recommending personnel policies; leading or supervising a diverse team of human resources professionals and being able to provide expert HR advise and exhibit strong leadership skills.
