Job Description
Supervisory HR Specialist (ER/LR)
  • Review planned work and make necessary changes to workload distribution as priorities shift
  • Modify work procedures as necessary with regard to impact on operations outside of individual work unit; Evaluate work performance of supervised employees
  • Identify opportunities to improve production or increase the quality of work directed
  • Research, analyze, and provide expert advice on complex problems, issues, and program requirements related to ER/LR
  • Perform non-supervisory HR Specialist duties in ER/LR, etc
  • Provide staff service, advice, and guidance regarding personnel practices in addition to providing technical advice on statutory, regulatory, and procedural requirements
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include: Working in a human resources environment with labor and employee relations issues to resolve conflict, develop resolutions or innovative approaches in resolving labor and employee related issues; overseeing other service employees in the performance of daily duties; interpreting and applying employee relations laws, regulations, principles, precedent, and policy to perform detailed analysis related to conduct and performance issues; making recommendations to agency management on diverse human resources issues; utilizing negotiation and persuasion techniques to explain and justify management's actions on human resources issues; communicating with diverse audiences that include employee, management and labor officials; and working with management and labor unions in leading special projects or assignments

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of this position is primarily sedentary in an adequately lighted, heated, and ventilated area. Some work may require walking in offices, hospitals, warehouses, and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. The working environment includes everyday low risks and discomforts which require normal safety precautions typical of offices, meetings, and training rooms. Some employees may carry light items or drive a motor vehicle. The work does not require any special physical effort.
