Job Description
Engineering Technician (Drafting)

The duties for the Engineering Technician include but are not limited to:

  • Analyzes project requirements in coordination with the user including collection of field measurements and gathering of engineering data necessary to determine the scope of the project.
  • Develops the scope of work, programs the work for funding and then prepares contract acquisition packages for repair, renovation and construction projects.
  • Prepares detailed cost estimates for construction projects and maintenance and repair work.
  • Reviews design submissions from architects and engineers for errors and omissions and technical soundness.
  • Serves as Contracting Officers Representative (COR) on assigned projects and performs quality assurance and contract administration functions on design and construction contracts to include processing of payment requests and requests for contract modifications.
  • Ensures construction sites are safe and orderly per VA and OSHA policy requirements
  • Reviews shop drawings and submittals from contractors during construction of new structures or renovation of existing structures for compliance with contract drawings and specifications.
  • Maintains record drawings of all Station structures and grounds utilizing Computer Aided Design and Drafting (CADD) software.
  • Uses existing hard copy drawings and conducts engineering surveys of existing conditions to create detailed facility as-built drawings utilizing a Computer Aided Drafting (CAD) system. Converts project as-built drawings to facility as-built drawings ensuring that facility as-built drawing standards are followed.
  • Prepare CAD drawings, layouts and plans for proposed additions, improvements, alterations, modifications, repairs and equipment installations.

Work Schedule: Monday-Friday, 7:30 am to 4:00 pm; Due to complex scheduling and phasing requirements, working schedules may need accommodate some night, weekend and holiday work.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
GS-09

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform duties to develop and maintain customization of AutoCAD templates and layering standards, prepare detailed cost estimates for construction projects, and prepare layouts for proposed improvements OR,
  • Education: Applicants may substitute education for the required experience if the education is directly related to the work of the position. To qualify based on education for this grade level you must have two full years of graduate education or a master's degree and you MUST provide transcripts. One year of full time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full time study requirement. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09.For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
