Job Description
Psychologist (Local Recovery Coordinator)

The Local Recovery Coordinator functions as a champion and advocate for the principles of recovery. The LRC serves as a recovery liaison to the Mental Health Service Line Director, clinical program managers and staff, and discipline-specific training programs on recovery and the application of recovery-oriented tenets. This position oversees the facilities Peer Support Program and supervises peer support staff.

Additional duties include but are not limited to:

  1. Advises Mental Health Service Line management on filling peer support positions and serves as a clinical consultant to peer specialists, including the provision of clinical supervision.
  2. Assists in the development of local policies and procedures consistent with those issued by the Veterans Health Administration.
  3. Facilitates the implementation of recovery-oriented services across Mental Health programs in a manner consistent with the policies and procedures issued by the Veterans Health Administration.
  4. Serves as resource to oversee that treatment planning within Mental Health Suite is consistent with recovery principles.
  5. Leads on the SMI Re-engagement project with Veterans.
  6. Promotes community integration in support of the opportunity for Veterans with mental illness to live in a community of their choosing and to be valued for their uniqueness and abilities, as do persons not experiencing mental disorders.
  7. Coordinates the evaluation of recovery implementation at the facility, reporting results to VA Central Office when requested.
  8. Implements measures to assess recovery policy and procedure adherence, as well as assess the extent to which the principles of Recovery are embodied in Mental Health programs.
  9. Chairs the MHSL Stakeholder group.
  10. Serves as Liaison to the MH Veteran Consumer Council.
  11. Serves as a Point of Contact for NAMI.
  12. Coordinates the Mental Health Summit on an annual basis.
  13. Organizes, in conjunction with Veterans, peers, providers, and family member events honoring Mental Health Awareness Month.
  14. Provides direct clinical services to the Acute Psychiatric Unit as well as participating in meeting the needs of self-referrals to Mental Health.
  15. Diagnoses mental disorders, conducts psychological or neuropsychological assessments, treats mental disorders through a variety of modalities, and provides adjunctive interventions for treatment of medical disorders.
  16. Other duties as assigned.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm
Financial Disclosure Report: Not RequiredBASIC REQUIREMENTS. The basic requirements for employment as a VHA psychologist are prescribed by: Public Law 96-151 codified in Title 38, U.S.C. r?r 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following:

Education. Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.

OR

Have a doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program (including documentation of an approved internship completed as part of the respecialization program) meeting both of the following conditions:

(a) the respecialization program must be completed in an APA or a CPA accredited doctoral program; and

(b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.
NOTE: You must provide an official transcript and/or certificate documenting the completion of the respecialization program, which includes completion of an APA or CPA internship.

AND

Internships

(a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed.
OR
(b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR
(c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement;
OR
(d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.)

Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States or the District of Columbia.

English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j

GRADE DETERMINATION: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:

GS-13
Experience. At least 2 years of experience as a professional psychologist, with at least one year equivalent to the GS-12 level. In addition to the experience above, the candidate must demonstrate the following KSAs:
1. Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations.
2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
3. Knowledge of clinical research literature.

*Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties performed.

Physical Requirements: The work is primarily sedentary, but it requires periods of walking, standing, bending, or climbing and employee may carry light items such as books, instruments, lap tops and other similar materials. The work requires emotionally stability. The candidate selected must successfully complete a pre-employment physical examination prior to appointment.
