Job Description
Management Analyst

The duties include but are not limited to:

  • Analyzing and advising on the design, adaption of supply chain systems.
  • Evaluating complex automated data depository information systems on a continuing basis; analyzing current and/or required database depositories to design new and improved information for decision making for upper management and standardization teams.
  • Performing item management analysis such as development of life cycle; performing cost benefit evaluations of program; and leading cost effectiveness studies for region wide operating or administrative programs.
  • Consulting with customers to refine functional requirements and translate requirements into technical, specification requirements for the VA supply chain.
  • Serving as an analyst and advisor to management on the evaluation, effectiveness, operations, productivity and efficiency of the VA supply chain; performing analytical and evaluating work associated with line and/or program activities.
  • Developing, analyzing, evaluating, and advising?on utilization, management controls, information and documentation systems, and similar functions of information management.
  • Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line/operating programs and the accomplishment, evaluation, and/or monitoring audits inspections, or management or internal control reviews.
  • Studying the accounts, reports and procedural instructions within the supply chain and considers legislative and program background materials to identify need for revision; consulting with customers to refine functional requirements and translate functional requirements into technical data specification requirements.
  • Conducting audits and evaluating region- wide program gains short-and long-range objectives.
  • Evaluating processes & making recommendations for effective organizational change.
  • Serving as team leader for region-wide studies or projects with significant organizational changes.
  • Resolving audit/inspection activities for organizations agency-wide.

Grade Requirement: For ICTAP/CTAP, applicants must hold or have held in the past the grade for which applying GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 showing your grade eligibility must be submitted with your application materials.

Specialized Experience: ICTAP/CTAP candidates must be found to be well qualified for referral. This is defined as meeting the specialized experience and any selective placement factor for this position. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. The specialized experience for this position is: expertise in a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness for the enhancement of complex management processes and systems. Experienced in medical logistics operations, supply chain management, acquisition program management, information systems management, program cost estimation, program planning, and US government contract administrative laws, policies, and regulations. Planned, organized, and directed team study work; applied administrative laws, policies, regulations, and precedents applicable to the administration of one or more significant public programs; employed the sequence and timing of key program events/milestones and methods of evaluating the worth of program accomplishments; and negotiated effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.

Preferred experience includes practical experience in C+, Java, C++, Hypertext Markup Language (HTML) or similar programing languages. Utilized business intelligence tools and web or stand-alone applications using commercial analysis tools. Subject matter expert with the use of Active Server pages or similar web application development tools.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
