Job Description
Supervisory Social Worker
Duties of the position may include but are not limited to:
  • Conducts interviews and counseling with clients and provides social/psychological assessment and treatment to clients; crisis intervention and both short and long term services.
  • Establishing, maintaining and conducting outreach activities with veterans, community and service organizations, business and industry, professionals and the public.
  • Provides psychodiagnostic testing and psychological assessment to those clients who display clinically severe or unusual psychological disturbances.
  • Develops and maintains understanding and working agreements with other organizations and individuals sharing responsibility for the welfare of these citizens in the same geographical area.
  • Provides direct service and assistance to hospital programs in order to facilitate optimum utilization of resources in the patient's
    re-entry into the community.
  • Provides highly skilled readjustment counseling services to clients with difficult and complex problems of social, emotional and vocational adjustment.
  • Serves as the Contracting Officer Technical Representative for the fee/contracts program.
  • Responsible for program development, budget development and fiscal management, personnel management and
    resource utilization.
  • Provide clinical and administrative leadership, management and supervision of all Vet Center staff and all other professional, paraprofessional and nonprofessional staff assigned to work at the Vet Center and to plan, develop, implement, coordinate, monitor and evaluate all treatment services of the Vet Center.
  • Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
  • Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
  • Performs program analysis, development, review, research, design, and public contact work. Performs work related to the review, monitoring, analysis, planning and assessment of various programs.
  • Responsible for appointments, assignments, removals of subordinates, and the directing, reviewing and evaluation of performance of all subordinates.
  • Responsible for the clinical supervision of and consultation to a multidisciplinary staff in the development of treatment plans and the resultant therapy.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social worker from a school of social worker fully accredited by the Council on Social Work Education (CSWE).
  • Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • Proficiency in spoken and written English. Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j.

Grade Determinations:

Supervisory Social Workers. For supervisors, grades are determined by the scope of responsibility, the complexity of the social work services provided by supervisees, the composition of the staff supervised, (e.g. professional staff, multidisciplinary staff, tours of duty, geographical disbursement, etc.), and the amount of time spent in personnel management functions.

Experience, Education and Licensure. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for subordinate staff to qualify for licensure. Their experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs below.

Demonstrated Knowledge, Skills, and Abilities
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
  3. Ability to ensure provision of clinical social work services by supervised social workers.
  4. Ability to provide administrative supervision and clinical supervision, including supervision for social work licensure.
GS-12 Supervisory Social Worker. At the GS-12 grade, Supervisory Social Workers typically have significant personnel management responsibilities for a small to medium size professional and non-professional staff, including support staff and professional staff at the GS-11 grade level and below. They are responsible for the professional and administrative management of an area in a social work service, in a care line, or multiple facilities. They also provide direct clinical services with or without program coordination responsibilities.

Physical Requirements:
The work is primarily sedentary. It may require some lifting (10-25 lbs.) occasionally. Reaching above shoulder; Frequent keyboarding (4-7 hours per day); Sitting (4-7 hours per day); Walking up to 6 hours per day); Standing (up to 8 hours per day); Infrequent climbing/descending of stairs; Some bending; Ability for rapid mental and muscular coordination simultaneously; Correctable near sighted and far sighted vision; Hearing (Aid permitted).
