Job Description
Supervisory General Engineer

Incumbent serves as Construction Program Coordinator and Supervisor of Engineering Service Planning and Design Section. The Supervisory General Engineer position is vital to the Engineering Service mission with regard to facilities planning and design, construction and professional engineering. The Construction Coordinator and Supervisor is responsible for coordinating and supervising the Planning and Design Section staff (engineers, interior designers, engineer technicians, project managers and contracting officer representatives) in developing construction and renovation projects and supervising the work through completion. Incumbent stays abreast and advises the Chief and Assistant Chief, Engineering Service and VISN 9 Construction Manager and Capital Assets Manager on current project status, significant recent developments and overall progress for all renovation, new construction and capital improvement related activities at the James H. Quillen VA Medical Center and affiliated Community Based Outpatient Clinics (CBOCs). Project specific assignments involve independent responsibility for planning, scope development, cost estimate preparation, design coordination, construction contract administration and space activation for assigned projects.

Applicants must possess the following:

EDUCATION - TRANSCRIPT MUST BE SUBMITTED:

You must possess a degree in professional engineering.
To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

COMBINATION OF EDUCATION AND EXPERIENCE (Transcript and/or Documentation Required): You must possess a combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (1) Current registration as a Professional Engineer; (2) Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration; (3) Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements from an accredited university or (4) Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Professional Engineering Experience is non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.

AND

For positions at the GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:Supervisory Engineering or other closely related field.

There is no educational substitution for Specialized Experience at the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time in Grade Requirements: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level or currently be a GS-12 or above.

Influenza Prevention Program Statement: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased facilities. HCP include all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work at these facilities.
