Human Resources Asst(Rec/Plac/OA)

Major duties and responsibilities include, but are not limited to the following:

  • Performs technical work concerning the recruitment of applicants, selection and placement of employees.
  • Provides technical support in Recruitment and Placement activities to a block of services by working routine placement actions, including developing new vacancy announcements and applying qualification standards and merit promotion procedures for a wide variety of administrative clerical, technical, and trades position for GS-7 and equivalent grade level.
  • Establishes case files, ensuring appropriate documentation is included as reflected on the checklist, position description, rating guide/crediting plan, copy of appropriate qualification standard, etc.
  • Coordinates release date of selected employees with losing and receiving services, as appropriate.
  • Screens all applicants referred by OPM procedures prior to referring to selecting official, ensuring qualification or skill requirements are met and that all supporting documentation is attached.
  • Alternates with the other HR assistants conducting the HR portion of New Employee Orientation to include, completing paperwork and explaining benefits and conducting any HR presentation as appropriate.
  • Performs special projects/assignments, as assigned.
Work Schedule: Monday - Friday, 8am to 4:30pm

Physical Requirements: The work is mostly sedentary, however, some walking, bending, stooping, stretching, and
moderate lifting is required. The work environment is in an office setting

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization OR have 4 years above high school (transcripts are required with your submission). Specialized experience includes: Ability to generate final commitment letter to selected applicant; memorandums, forms, charts, etc. Ability to communicate ideas clearly. Skill in the use of personal computer. Ability to initiate a Personnel action and complete the action. Ability to navigate in VISTA. Ability to provide application guidance to applicants, answer questions regarding qualification requirements. Ability to consult various regulations i.e. VA-AFGE Master Agreement, OPM Qualifications & Vet Guide, VA Directives and Handbooks, Code of Federal Regulations (5 CFR), Facility SharePoint, etc. Progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.


GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); Specialized experience includes: Ability to determine veterans preference entitlement; Perform preliminary work concerning the recruitment of applicants, selection and placement of employees; Provides preliminary support in Recruitment and Placement activities to a block of services by working routine placement actions, including developing new vacancy announcements and applying qualification standards and merit promotion procedures for a wide variety of administrative clerical, technical, and trades position for GS-06 and equivalent grade level; Establishes case files, ensuring appropriate documentation is included as reflected on the checklist, position description, rating guide/crediting plan, copy of appropriate qualification standard, etc.; Screens all applicants referred by OPM procedures prior to referring to selecting official, ensuring qualification or skill requirements are met and that all supporting documentation is attached.

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); Specialized experience includes: Knowledge and skill in recruiting for federal positions; Knowledge of federal personnel laws, regulations and policies; Practical knowledge of the following: pay regulations, policies, and procedures for setting salaries when processing requests for personnel actions; Practical knowledge of evaluation techniques for applying qualification standards in determining minimum eligibility for a wide variety of administrative, clerical, technical and trade occupations through GS-07 and equivalent grade levels; Practical knowledge of staffing principles, knowledge of station's merit promotion policy and understanding of the qualification standard and occupational characteristics to develop merit promotion vacancy announcements and to analyze and evaluate the relative value of individual; qualifications in relation to duties of specific positions; Knowledge of recruitment and placement operating procedures and requirements to prepare certificates in rank order, to return applications for additional or missing information, to answer questions regarding how to apply for jobs through the Delegated Examining Unit (DEU), merit promotion, and USA Staffing; Practical knowledge of the following: Guide to Processing Personnel Actions (GPPA) and VA PAID manual to process a wide variety of personnel action requests; Practical knowledge of other regulation, guidelines, policies and procedures governing placement activities in order to perform recruitment and placement functions for a variety of service lines, i.e. VA-AFGE Master Agreement, Title 38 Regulations, within-grade increase, details, physical requirements, FTE ceilings, etc.

Applicants may substitute education for the experience required for the GS-05 level.

OR

Applicants may also combine education and experience to qualify at the GS-05 level.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

There is no educational substitution for the GS-06 and GS-07 level.
