Job Description
Patient Services Assistant
Major Duties
Include but are not limited to:
  • Interviews patients applying for medical benefits.
  • Entering demographic, insurance, and income information into the VistA system.
  • Verifies eligibility/entitlement for benefits of all applicants using various methods including income assessments, military discharge documents, Veterans Information Solution (VIS), and other means, such as communications with VA Regional Offices or VA Records Processing Centers.
  • Provides exceptional customer service by exceeding the customer's expectations.
  • Extensive knowledge of the Medical Center and policies is required to respond to inquiries from veterans, Medical Center staff and other agencies regarding applying for care, eligibility, etc.
  • Gathers administrative, demographic and insurance date that is a key component of establishing and managing a beneficiary's record.
  • Identifies individuals for Pre-Registration through the use of the VistA reporting system and responsible for calling these individuals prior to the appointment to ensure all information is correct.
  • Generates patient data cards for veterans applying for care using the Veterans Health Identification Card (VHIC) system.
  • Assists veteran by making Primary Care Assignments by use of Appointment Management application functions in VistA and Primary Care Assignment availability database.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • For a GS-04 position you must have served 52 weeks at the GS-03 grade level.
  • For a GS-05 position you must have served 52 weeks at the GS-04 grade level.
  • For a GS-06 position you must have served 52 weeks at the GS-05 grade level.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience:
    • GS-04 Grade Level: You must have one year of general experience. Examples of general experience would include: progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the Patient Services Assistant position.
    • GS-05 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interviewing patients applying for medical benefits; Entering demographic, insurance, and income information; Determines entitlement to medical care and co payments; Verifies eligibility/entitlement for benefits; Provide exceptional customer service; Basic knowledge of the Medical Center and policies; Manages a beneficiary's record;
    • GS-06 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interviewing patients applying for medical benefits; Entering demographic, insurance, and income information; Determines entitlement to medical care and co payments; Verifies eligibility/entitlement for benefits; Provide exceptional customer service; Extensive knowledge of the Medical Center and policies; Manages a beneficiary's record; Knowledge of the fundamentals of administrative work (analytical ability combined with a knowledge of the functions, processes, theories, and principles of management and the methods used to gather, analyze, and evaluate information); Process pre-registration actions; Identifies and collates health insurance information; Generates patient data cards; Makes Primary Care Appointments; Thorough knowledge of the laws and regulations pertaining to eligibility and entitlement for benefits; Interprets computer-generated reports and understands data-processing capabilities;

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have
    • GS-04 Grade Level: You must have successfully completed 2 full years of education above high school. Transcripts must be submitted with application.
    • GS-05 Grade Level: You must have successfully completed 4 full years of education above high school. Transcripts must be submitted with application.
    • GS-06 Grade Level: There is no education substitution for this grade level. You must qualify based on the specialized experience listed above.

OR

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education for the GS-04 and GS-05 gade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
