Job Description
HR Specialist (ER/LR)

The duties of this position include, but are not limited to:

  • Consulting with and providing a wide range of advisory services to managers and executive members regarding their rights, privileges, benefits, and obligations to assist them in taking action or making Employee Relations and/or Labor Relations decisions.
  • Serving as the point of contact for disciplinary and performance based actions submitted by managers.
  • Providing advice, guidance, and analysis to managers and executives on labor issues regarding unfair labor practices, grievances, information requests, and negotiations.
  • Providing a broad range of information to employees on their rights, privileges, benefits, and obligations to assist them in taking action or making decisions.
  • In consultation with others, resolves complex and controversial problems requiring modification and adaptation of guidelines and innovative approaches.
  • Analyzing operational effects of changes in law or regulations, modifying local policies, communicating changes to facility employees, providing training when necessary.
  • Working collaboratively within HRMS on a variety of leave programs (Family Medical Leave Act, Voluntary Leave Transfer Program, annual leave, sick leave, etc.) to ensure compliance with NWI policy, VHA Directives, and Handbooks.
  • Collaborating with other HRMS Specialists to perform high-level advisory services to managers, supervisors, and other key operating officials on a myriad of Employee and Labor Relations issues and processes that may overlap with other disciplines within HR such as Staffing, Benefits, OWCP, etc.
  • Developing and maintaining appropriate data collection procedures.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.   • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level.
