Job Description
HR Specialist (Workforce Development)

The incumbent has the responsibility for the planning, coordination, operation, and internal evaluation of the performance management program, awards program, workforce succession planning activities, training and education, and suitability and adjudication. Additionally, this position is responsible for various compliance and audit initiatives relative to the performance management and awards programs. The duties of this position include, but are not limited to:

  • Monitoring the NWI appraisal and proficiency systems, providing for systematic review, analysis, and evaluation of the programs.
  • Researches areas of opportunity, develops training plans, ensures inclusion of special interest groups, establishes timelines, presents materials in a variety of formats and adapts training approaches to meet the needs of employees at all levels of the organization.
  • Ensuring that the awards and performance programs integrate the latest concepts in employee recognition and integrates input from the union, supervisors, and front-line employees.
  • Working collaboratively within HRMS to monitor the facility's progress in meeting workforce planning goals and ensures sound recommendations to senior leaders in an effort to support and sustain workforce development. Working collaboratively within HRMS to develop, maintain, and monitor a suitability program that ensures compliance with VHA policy, Directives, and Handbooks.
  • Responsible for promoting the use of Special Award Programs that are directly linked to the achievement of organizational goals and objectives.
  • Provides assistance and customer service to supervisors and leaders in training efforts focused on goal setting, writing performance plans, providing guidance when employees are not performing at acceptable levels, implementing improvement initiatives that focus on efficient processes.
  • Develops a robust training program for employees and supervisors that addresses all areas of HR.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.   • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level.
