Job Description
Program Analyst (Processor)

The Incumbent will use the Decision Support System (DSS) which is an executive computer Information system. The DSS software is an executive computer information system, which directly Impacts the management of patient care and supports the mission of the Network by providing data on patterns of care, patient outcomes, and resource consumption. It combines financial and clinical data in a relational database that details the efficiency and productivity of the Network operations and should be used to enhance managerial decision-making and strategic planning. Utilization of this program enables Medical Centers to perform product line analysis, modeling, "what If' scenarios, clinical performance measurements and clinical quality management reviews. The DSS system is also designed so that data can be aggregated to the Network and VA Central Office (VACO) levels for their review and utilization.

The department provides VISN 7 facilities with critical tools for remaining competitive in a dynamic health care environment and is used as the cost component for the Veterans Equitable Resource Allocation (VERA) model. VERA is the allocation model used to distribute General Purpose Funds from VACO to the networks and to individual medical centers.

To include a mixture of program support for VISN 7 facilities, processing and reporting, auditing and analysis, and collaboration with facility employees and leaders on all levels.

Work Schedule: Monday - Friday 7:30 am to 4:00 pm

Physical Requirements: The work is primarily sedentary in front of a computer screen but it does involve considerable walking throughout the facility and may occasionally require irregular hours.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-9 position you must have served 52 weeks at the GS-7 level. For a GS-7 position you must have served 52 weeks at the GS-5 level.

Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:

GRADE REQUIREMENTS GS-9:
Specialized Experience: Applicants must possess at least one (1) year of specialized experience comparable to the GS-7 grade level in the Federal service. OR at least two full years of graduate level education leading to such a degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.,OR an equivalent combination of creditable specialized experience and education to meet the total requirements for the position.

GRADE REQUIREMENTS GS-11:
Specialized Experience: Applicants must possess at least one (1) year of specialized experience comparable to the GS-9 grade level in the Federal service. OR a PhD or equivalent doctoral degree; OR at least three full years of progressively higher level graduate education leading to such a degree or LL.M., OR an equivalent combination of creditable specialized experience and education to meet the total requirements for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
