Job Description
Health Science Specialist
All applicants must meet the following requirements for this position:
English Language Proficiency: In accordance with 38 U.S.C. 7402(d), not person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. -AND-
Basic Education Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. In addition to meeting the Basic Education Requirement and English Language Proficiency, to qualify for this position at the GS-7 grade level, you must also meet at least ONE of the following Minimum Qualification requirements:
Experience: Possess one (1) full year of specialized experience equivalent to the next lower grade level (GS-5) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: working in a healthcare environment coordinating and managing activities of research projects or studies; screening and evaluating candidates for clinical research studies; and, following research
regulatory guidelines in the performance of duties. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.
-OR-
Education: You must have successfully completed at least one (1) year of graduate level education that is directly related to the work of the Health Science Specialist position. Note: You must submit copies of transcripts with your application. Education will not be credited without documentation. -OR-
Superior Academic Achievement: SAA at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
1. Rank in the upper one-third of your class in the college, university or major subdivision.
2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Equivalent combinations of successfully completed graduate-level education and specialized experience, as described above, meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of a Health Science Specialist (as described above). Experience: Possess one (1) full year of specialized experience equivalent to the next lower grade level (GS-7) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Health Science Specialist. Specialized experience includes: working closely with researchers, research committees and research study participants; performing tasks related to daily analysis of research project activities (such as organizing/analyzing data from various sources and in different formats); recruiting study participants and conducting extensive, structured interviews; and, following research regulatory guidelines in the performance of duties. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

Education:
You must have successfully completed two (2) years of progressively higher level related graduate education leading to a master's degree or equivalent graduate degree that provided the knowledge, skills, and abilities necessary to do the work of a Health Science Specialist. Combination:
Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of a Health Science Specialist (as described above). Note: You must submit copies of transcripts with your application. Education will not be credited without documentation. You will be rated on the following Competencies as part of the assessment questionnaire for this position:
Project ManagementResearchSelf-Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
