Director of Laboratory Operations (Position #CL044)
The Virginia Department of General Services (DGS) is seeking an experienced laboratory professional to serve as one of three Directors of Laboratory Operations for the Commonwealth’s Division of Consolidated Laboratory Services (DCLS), which is one of the largest and most diverse consolidated state laboratories in the nation. With an annual budget of over 30 million dollars and over 200 state employees, DCLS performs approximately 9 million tests annually. Results from these tests are used confidently by local, state and federal public health, agriculture, food regulatory, environmental protection and law enforcement officials serving to protect our citizens, food supply, environment and commerce. DCLS is a member of the Laboratory Response Network, Food Emergency Response Network, and Environmental Laboratory Response Network and provides surge capacity for several federal laboratories. The Consolidated Laboratory is also a Regional Food Emergency Response Network Training Center and directs the Commonwealth’s environmental laboratory accreditation program.

Directors of Laboratory Operation oversee multiple analytical and support groups within the Division, work closely with the Deputy Laboratory Director and Laboratory Director to plan for future laboratory initiatives, work with the Business Manager to monitor and track fiscal integrity within their areas of oversight, assure laboratory preparedness, provide support for policy and procedures governing DCLS, provide oversight and guidance for technical development, and conducts outreach to improve the customer support within the Commonwealth. This position provides direct oversight over operational groups which include clinical, emergency response, radiologic and sample support areas, assuring safety and compliance with relevant regulations (i.e. CLIA) and laws in order to support the laboratory’s mission of “promoting a healthier, safer world through quality laboratory service.”
Qualifications & Requirements

  • Bachelor’s Degree in Science or related field and extensive experience in laboratory management to meet CLIA personnel requirements for General Supervisor in a high complexity testing laboratory as defined in 42 CFR, Subpart M, Part §493.1461;
  • Broad knowledge and experience managing laboratory testing operations;
  • Knowledge and experience with managing laboratory quality assurance and safety programs;
  • Knowledge of or experience managing personnel including hiring, coaching, training, managing performance and disciplinary issues, handling terminations, and processing related paperwork;
  • Knowledge and experience with maintaining regulatory compliance with CLIA, TNI and/or ISO 17025;
  • Excellent oral and written communication skills;
  • Demonstrated ability to effectively implement project plans; and
  • Ability to maintain security clearance to serve as alternate responsible official for the Federal Select Agent Program.


  • Doctoral degree in a chemical, physical, biological or clinical laboratory science or related field from an accredited institution;
  • Be eligible to be certified by a Board approved by HHS [§.493.1443(b)] in order to manage and direct the laboratory personnel and the performance of high complexity testing;
  • Experience with laboratory operations in a high complexity testing public health laboratory;
  • Experience with laboratory information management systems;
  • Knowledge and experience with government budgeting and appropriations, fiscal and grant management;
  • Experience with strategic planning, workforce development, and leading teams; and
  • Knowledge and experience maintaining compliance with the Federal Select Agent Program and other federal regulations.

Special Requirements:
  • Sponsorship will not be provided for this position now or in the future. Confirmation of eligibility to work will be required at time of hire.
  • Completion of Statement of Economic Interest is required prior to first day of employment.
  • The selected candidate must pass a fingerprint-based criminal background check.
  • Staff performing work with Select Agents must also pass a FBI background security check.

  • Biosafety Level 3 (BSL-3) containment laboratory work may be required and the OSHA Respiratory Protection Standard is required which involves passing a respiratory physical prior to working in a BSL-3 laboratory. The respiratory physical will be provided by the employer.
  • Blood-borne pathogen training will be provided by the employer.
  • In order to comply with OSHA blood-borne pathogen requirements, DCLS offers the Hepatitis B vaccine.
