On Site Electrical QACx Project Manager

Location: Pryor, Oklahoma



JOB SUMMARY:


The ideal candidate will need to have the ability to understand and quickly implement the client / owner’s quality control program and ensure the General Contractor is executing on this program effectively. This role will also need to understand the client / owner’s commissioning program and strategically lead our General Contractor, Electrical Subcontractor, the CxA and integrate with our Operations team to deliver the programs goals and deliverables.


Pre-Construction


  • Work with the general contractor and electrical subcontractor to create and establish the Master Project Schedule, based on the Critical Path and key milestones. (P6 cost/resource loaded schedule)
  • Coordinate Design Team activities supporting Client PM
  • Participate in Constructability review of the project documents
  • Participate in Value Engineering effort
  • Review Cx docs and all related documentation
  • Participate in all Cx related activities during the Pre-Construction phase.
Construction and Cx Phase:
  • Responsible for being in the field to monitor, assist and support all electrical CxA activities.
  • Coordinate with the General Contractor and Electrical Subcontractor, and other directly contracted vendors on the ground
  • Attend Project related and Cx meetings, as required. Ensure attendance of CM/GC/EC and key subs/vendors at all Cx meetings
  • Ensure required project Cx documents are reviewed by the EC and the CxA team
  • Support all L1-L3 activities as needed during the project
  • Ensure all L1-3 deliverables required by contract docs are submitted by the CM/GC & vendors.
  • Assist with coordination of Factory, Integrator and site QA/QC and Cx activities and ensure all required owner parties are notified.
  • Monitor EC and Cx Agent performance & staffing in relation to QA/QC and Cx activities and report any issues.
  • Escalate critical Cx issues to the DCS PM for response/resolution
  • Ensure required project QA/QC and Cx documents are reviewed by project team per schedule.
  • Escalate Cx vendor performance issues to the Cx Program Manager
  • Assist DCS PM and participate in Cx lessons learned
  • Ensure GC/CM schedule integrates the Cx schedule detail properly
  • Ensure QA/QC is being followed by the GC/EC and report any issues/gaps
  • Monitor CM/GC performance & staffing in relation to Cx deliverables
  • Track all key project documents, including submittals, RFI’s, change orders as they relate to CX items.
  • Support and assist in the coordination and management of all Owner-direct vendors, and consultants
  • Attend Cx meetings, as required. Ensure attendance of CM/GC/EC and key subs/vendors at all Cx meetings
  • During the project communicate on a weekly basis to QCx program team to provide project updates, to identify critical issues, critical activities, etc.
  • Coordinate Cx activities with DCD, NetDeploy, & HwOps during cluster turn up.
  • Review of FR checklist w/DC PC and DCOps, track/sign-off on items
  • Assist in the completion of all electrical punch list items.
  • Assist and support closing all electrical Cx related issues during the project.

Closeout

  • Support close out process prior to project completion, typically two to three months in advance
  • Support the review of FR checklist w/ Owner CFT, track/sign-off on items
  • Be familiar with the close out documentation requirements and support the collection of all close out documents until completion, including warranties, as-builts, O&M manuals, etc.
  • Ensure EC, subcontractors and vendors provide and maintain project specific QA/QC plans.
  • Escalate GC, subcontractor, vendor, or Cx Agent performance issues to the QCx Program Manager.
  • Communicate on a weekly basis to QCx program team to provide project update, critical issues, critical activities, etc.
  • Support project document control (track and coordinate addenda, bulletins, new drawing sets, clarifications, etc) related to QA/QC and Cx documents.
  • Support close out process prior to project completion, typically two to three months in advance.
  • Ensure close out documents are provided and complete including warranties, as-builts, O&M manuals, etc.
  • Assist with punch list, substantial completion and final completion process.
  • Assist DC PM and participate in QA/QC and Cx lessons learned


SUPERVISORY RESPONSIBILITIES 


No formal supervisory responsibilities in this position. Provides informal assistance such as technical guidance, and/or training to coworkers. May lead project teams and/or plan, and supervise assignments of lower level employees.


Manages 3rd party project delivery resources/team. Responsible for identifying training needs, tracking performance, coaching, and motivating team members.




QUALIFICATIONS

EDUCATION and EXPERIENCE  

Bachelor's degree (BA/BS/BEng/BArch) from College or University in a technical area of study. Minimum (4) four years of electrical construction, quality control and commissioning project management related experience and/or training.

CERTIFICATES and/or LICENSES  

PMP (US and/or Canada) and LEED AP preferred.

COMMUNICATION SKILLS  

Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.

FINANCIAL KNOWLEDGE  

Requires advanced knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts, and commissions. Conducts advanced financial analysis.

REASONING ABILITY  

Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.

OTHER SKILLS and ABILITIES  

Intermediate skills with Microsoft Office Suite. Ability to read and understand architectural drawings. Knowledge in MS Project, leases, contracts, and construction practices.

Decisions made with thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines. Responsible for setting work unit and/or project deadlines. Errors in judgment may cause short-term impact to department.
