Facility Project Manager - St. Paul - 25313
The Direct Care and Treatment (DCT) Facility Project Manager is a key member of the Department of Human Services (DHS) Direct Care & Treatment/Facilities Management team who serves as the project manager for medium to large-scale construction, renovation, and facility improvement projects. The Facility Project Manager provides oversight and leadership from the beginning of each project through completion, including predesign, design, bidding and procurement, construction and post-construction phases.
The Facility Project Manager has advanced professional level experience in construction and construction project management and principles, practices, standards, and methods sufficient to lead multiple complex new construction, renovation, remodel, and repair projects simultaneously.
The Facility Project Manager has knowledge of:
Planning, assessment, and analysis processes sufficient to execute project management principles, methods, and techniques
Process improvement, program design, and related approaches as needed to manage multiple projects, assess and adjust work plans, organize resources, and monitor and evaluate outcomes
Microsoft Office Suite programs and tools including Word, Excel, Access, Power Point, Vizio, SharePoint, and Project Management
The Facility Project Manager has the ability to:
Negotiate, direct integrate, and reconcile competing perspectives, concerns, and responsibilities
Manage complex, long-term projects that impact program operations, patients/residents/clients, staff and the department
Build effective relationships with representatives of state, county, and federal agencies community representatives, design professionals, contractors and vendors providing services which support program operations
Lead, plan, direct and review the work of construction and building maintenance operations, detailed ability to develop operational construction programs and implementation by contractors
Deliver and/or communicate information in a clear and concise manner
Respond, prioritize and adapt to emergency situations, difficult client situations and organizational changes
Primary Responsibilities Include:
Provide effective facility project management from conception through occupancy
Serve as the Direct Care & Treatment team subject matter expert and communicate project information to Direct Care & Treatment leadership and external stakeholders as the project management representative
Manage capital improvement and repair/replacement projects in Direct Care & Treatment owned and leased facilities
Review design and construction documents for accuracy, content, and compliance with codes, regulations, statutes, and project requirements.
Influence and shape strategic and tactical direction of Direct Care & Treatment facility projects to facilitate short and long-term program objectives, ensuring plans support the mission and vision of the various programs served
Qualifications & Requirements Must meet the following qualification listed below:
Bachelors degree in Construction Management, Construction Science, Architecture, Engineering or a closely-related field
4 years of specialized professional experience in facility project management from conception through construction and occupancy including experience in programs and databases such as Microsoft Office Suite programs, Vizio, SharePoint and Project Management
Professional experience conducting facility project management in hospitals and/or secure facilities
Experience managing state facility contracts and projects
Leadership in Energy and Environmental Design (LEED) certification
Experience with renewable energy systems
