The Negative Population Growth Scholarship Contest is open to high school seniors and college freshmen, sophomores and juniors. You must submit a three- to five-point plan to educate the freshmen legislators of the 112th Congress about what can be done to slow, halt and reverse today s out-of-control population growth. Submissions must be between 500 and 750 words. You must also be a U.S. citizen to qualify for this award.
