Accountant

Accountant 80529A

This position is located in the Department of Veterans Affairs (VA), Office of
Management, Office of Finance, Office for Financial Process Improvement and Audit
Readiness (FPIAR). The individual serves as Accountant in the office, which is
primarily responsible for developing a strategy to identify root causes of deficiencies
identified in the audit report in order to improve financial management and other control
deficiencies, including audit follow up. FPIAR takes the lead in addressing deficiencies
identified in the annual independent Auditor's Report by coordinating the development
and implementation of Department-wide Corrective Action Plans (CAPs). FPIAR
coordinate and develop policies, procedures internal controls, and system
enhancements to remediate Department of Veterans Affairs' financial statement audit
material weaknesses, significant deficiencies, and other control deficiencies. FPIAR
engages stakeholders across VA to identify and address potential deficiencies in
internal controls, financial processes, and accounting systems.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-14 position you must have served 52 weeks at the GS-13 level.

Basic Requirements
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience (GS-14):

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing and analyzing audit, special investigative and other reports to advise recommendations to initiate changes to existing fiscal policies and procedures, to develop new or additional fiscal policies and procedures. Developing strategies to identify root causes of deficiencies identified in audit reports to improve financial management and other control deficiencies, including audit follow-up. Leading the preparation of timely Audit Remediation reports, Corrective Action plans (CAPs), and related analysis relevant to resolution of audit finding and financial process improvements for use by senior Officials in their decision making. Solving the most complex accounting and reporting problems encountered in the audit, review, analysis, and reconciliation activities. Preparing and submitting accounting and financial data, advice, and recommendations on specific projects, problems, plans, policies, etc., that are or will be subject to managerial consideration.

PHYSICAL REQUIREMENTS: The work is primarily sedentary. Occasional instances of moderate walking and
standing may be required to attend meetings, seminars and conferences with other VA employees and other government agencies. Some travel to VA field stations and data processing centers may be necessary.
