Job Description
Health Technician (Phlebotomy)
NOTE: This is a full-time, TEMPORARY (not-to-exceed March 2019) position. This appointment may be renewed for additional service in accordance with Agency needs. Temporary positions do not offer health or life insurance benefits and may be terminated at any time before the expiration date. The appointment to a temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Some of the major duties include:
  • Perform specified diagnostic tests and treatments such as collect, label and transport patient specimens
  • Perform support procedures such as phlebotomy, accession specimens, and perform other necessary tasks to ensure appropriate specimen receipt and handling.
  • Collect patient's data, including vital signs, weight and height and observation of overall condition
  • Document patient information in medical records
  • Maintain and organize supply and equipment rooms
  • Order and maintain an adequate level of clinic supplies and equipment
  • Assists with various clerical functions such as reception, telephone calls to confirm appointments, reschedules appointments, receive phone calls, sort and file information, etc.
  • Provide direct patient care.
  • And all other duties as assigned.
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Work Schedule: Monday to Friday - 8am to 4:30pm, rotating holidays.

Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is:

"I have a working knowledge and/or experience in performing blood draws/phlebotomy"

AND

ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

AND

In addition to meeting the Selective Placement Factor and English Language Proficiency, you must also meet at least one of the following Minimum Qualifications Requirements:

SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Health Technician. Specialized experience includes: performing venipuncture; collecting, labeling, transporting patient specimens; maintaining and assembling laboratory/phlebotomy supplies; and inputting and extracting data into a hospital computer system. Your resume must document your experience.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. (Transcripts Required)

OR
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience may be used to meet total experience requirements. (Transcripts Required)
