Environmental Care Specialist

This position is with the VA Roseburg Healthcare System, Roseburg, OR. Roseburg is centrally located in Southwestern Oregon and you will find an excellent quality of life in a family-oriented community. The incumbent of this position is assigned to the Office of the Chief within the Environmental Management Service (EMS). The incumbent function as the administrative official with responsibilities that reach into all organizational elements of Roseburg VA Health Care System regarding Environmental Management Programs. The incumbent is responsible for developing, implementing and maintaining a formal, comprehensive Quality Assurance program encompassing all functions and programs for which Environmental Management Service has
responsibility. The program must meet all regulatory requirements, including but not limited to TJC, OSHA, EPA and quality standards developed by VACO Environmental Program Services (EPS). Incumbent is responsible for monitoring all aspects of the Sanitation, Infection Control, Waste Management, Pest Control, Textile Care Plant, Service Contracts and a large housekeeping (day to day and maintenance) functions. In addition, the incumbent will schedule, coordinate and monitor all aspects of Environmental Management Programs continuous education. As training coordinator, the incumbent will monitor Service orientation, monthly training for employees within the Service to include remedial training as required for all EMS staff. Incumbent will serve as advisor to the Chief EMS on all matters pertaining to the EMS Quality Assurance Program. As QA program manager the incumbent is required to monitor regular waste
removal, contaminated waste removal, multiply recycling removal processes, pest control activities and housekeeping activities from all campuses and Community Based Outpatient Clinics and textile care operations etc.

Work Schedule: Monday-Friday, 8:00 am to 4:30 pm

For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: GS-7 Level must have at least one year of specialized experience equivalent to GS-5 grade level which provided the knowledge, skills, and abilities to successful perform the duties of a Environmental Care Specialist. Specialized experience includes: Developing, implementing and maintaining a formal, comprehensive Quality Assurance program encompassing all functions and programs for which Environmental Management Service has responsibility. The program must meet all regulatory requirements, including but not limited to TJC, OSHA, EPA and quality standards developed by VACO Environmental Program Services (EPS). EDUCATION: GS-7 Must have successfully completed a 1 full year of graduate level education or Superior Academic Achievement in a field related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)

Specialized Experience: GS-9 level-must possess (1) year of specialize experience equivalent to the next lower grade level GS-07 in the Federal service that has equipped with the knowledge, skills, and abilities to perform successfully the duties of this position to be filled. Specialized experiences are defined as: For developing, implementing and maintaining a formal, comprehensive Quality Assurance program encompassing all functions and programs for which Environmental Management Service has responsibility. The program must meet all regulatory requirements, including but not limited to TJC, OSHA, EPA and quality standards developed by VACO Environmental Program Services (EPS). Physical Requirements: The physical demands of the position may require some lifting, continuous walking, standing, stooping, bending and lifting, less than 15 pounds. Work at times will also be sedentary and is performed in an office setting. Incumbent usually works indoors, in areas, which normally have adequate heat, light and ventilation. Incumbent works with chemicals, which require appropriate personal protective equipment, such as gloves and goggles. Incumbent may be exposed to occasional noise, skin irritations, cuts and bruises; as well as, vibration from heavy equipment, and must be careful to avoid injury while using equipment and tools. Incumbent must be constantly aware of safety requirements and healthcare infection control practices. Incumbent must exhibit professionalism and courtesy daily in dealing with VA patients, fellow employees, visitors and volunteers.
