Vocational Rehabilitation Counselor - PATHWAYS RECENT GRADUATE PROGRAM

The Vocational Rehabilitation Counselors (VRCs) are located in the Veterans Benefits Administration (VBA) Regional Office (RO), RO Outbased office location. VRCs in the VBA provide and coordinate a wide range of rehabilitation counseling and case management services to disabled Veterans and other eligible individuals. Assessment is the first service of value provided to the Veteran.
This is a vital service because the counselor's work in providing a quality assessment largely determines the direction of the rehabilitation plan. The VRC develops the goal, objectives, services, and outcomes during assessment. The second and primary emphasis of the program will be on the Veteran achieving an employment outcome. Duties are divided between counseling and case management.

  • Manages Vocational Rehabilitation Counseling and case management workload involving persons with a variety of conditions.
  • Makes Vocational Rehabilitation eligibility decisions, assessments, using a variety of resources, referral, and networking skills and knowledge of job market and job placement
  • Develops a Vocational Rehabilitation plan to eliminate or resolve impediments to employment
  • Consolidates information from diagnostic testing and medical records, and presents an overall picture of strengths, limitations, capabilities, and interests to assist individuals in developing a better understanding of the disability and its effect on their life and employment opportunities
  • Identifies physical, emotional, personal adjustment or other factors that may interfere with training by analyzjng data about the Veteran.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is: GS-09/11/12

This announcement is for a position being filled under the Pathways Recent Graduates Program for individuals who obtained a qualifying master's degree from an accredited, qualifying educational institution, within the previous 2 years except for veterans who are precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.The Pathways Recent Graduates Program provides the recent graduate with work experience directly related to their degree and career goals while offering eligibility for non-competitive conversion to permanent employment upon completion of the Recent Graduates Program.

Pathways Program Considerations:

  • Veterans Civil Service Preference applies to selection for positions in the Pathways Programs.
  • An agency may appoint a non-citizen provided that the Pathways Participant is lawfully admitted to the United States as a permanent resident or is otherwise authorized to be employed. A Pathways Participant must be a United States citizen or national to be eligible for noncompetitive conversion to the competitive service.
  • Appointments made under the Pathways Programs are under Schedule D in the excepted service.
  • Service in a Pathways Program confers no right to further employment in the competitive or excepted service.

  • Recent graduates who have completed, within the previous two years, a qualifying masters degree from a qualifying educational institution.
  • Veterans unable to apply, due to military service obligations, have up to six years after the completion of their qualifying masters degree to apply.
  • Mentorship throughout the program, Individual Development Plan, career planning, professional development, and training activities.
  • Recent Graduates may be converted to a permanent position after successful completion of the 1-year Program period or at the end of the 120-day approved extension, unless the agency has an approved longer program based on a rigorous training and development requirement; or, in some limited circumstances a term appointment lasting 1-4 years.

  • Meet the qualification standards for the position to which the Recent Graduate will be converted.

This position is covered by a single agency qualification standard, VA Handbook 5005/6, part II, appendix F2, dated June 3, 2004. All applicants must meet the Basic Educational Requirements and Specialized Experience described below, to qualify.

Satisfactory completion in an accredited college or university of all the requirements for a master's degree in rehabilitation counseling, including an internship; or a master's degree in counseling psychology or a related field, including 30 semester hours of course work in foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. Total graduate study must have included or been supplemented by a supervised internship. [For master's degree programs without a supervised internship/practicum, substitution is allowed for successful professional experience following completion of the master's degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.]

Specialized experience may have been gained while working with vocational rehabilitation service programs at the Federal, State, Local or private sector levels which required performing initial evaluations; entitlement determination; rehabilitation planning; problem solving; case management, including coordination of all rehabilitation services; case documentation; employment service; administration and interpretation of vocational testing; instructing and interaction with a variety of adults clients, professionals and potential employers; Interpreting and applying Federal and State vocational rehabilitation laws and regulations in the provision of services to disabled adult clients; Providing individual counseling to emotionally and physically disabled adults; and coordinating the service necessary to prepare mentally and physically disabled adults for suitable employment.

NON QUALIFYING EXPERIENCE: Vocational rehabilitation experience obtained prior to completion of the requirements for the master's degree is not qualifying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
