Job Description
IT Specialist (Policy and Planning)

Provides engineering services and technical oversight to critical, national initiatives related to enterprise network solutions and associated issues, and contributes to VA mission by shaping the underlying information technology (IT) architecture.

Major Duties:

  • Serves as senior engineer and technical authority in regard to network management tools, bandwidth provisioning, usage/capacity planning and reporting, automatic event reporting, and automatic change management documentation.
  • Develops network solution test plans and test configurations, and evaluates testing outcomes.
  • Provides coordination, collaboration, technical oversight and an engineering approach to analysis, design and implementation of reliable, secure and cost effective Local and wide area network (LAN/WAN) solutions for data centers throughout the IT enterprise.
  • Provides engineering approach to developing standardized network configurations to support the varying needs of regional/corporate data centers and local data center sites.
  • Utilizes experience, discretion, judgment and knowledge in developing and revising existing program guidance for national programs impacted by changing requirements, legislative and business drivers, and/or emerging technologies.

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Must possess a comprehensive knowledge of IT infrastructure, including hardware, software, operating systems, and peripherals used within government IT environments and industry. Must possess knowledge of principles and methods of capital investment analysis or business case analysis, including return on investment analysis; the business value of information; and capital planning regulations and policies applies to government business requirements.

There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
