To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized experience, as defined below, is creditable at each grade level. Additionally, at grade GS-5, education as described may be substituted for specialized experience or combined with specialized experience in order to meet qualifications. For grades GS-6 and GS-7, however, education is not substitutable for specialized experience.

Specialized Experience must demonstrate knowledge of various fiscal and accounting regulations as well as working knowledge of debt collection laws, policies and procedures. Such experience may have been gained in a variety of technical and supportive capacities in Federal or other governmental service, or in private industry. Inherent in such experience would be knowledge of computerized payment systems to reconcile errors, to interpret data, and to interpret data output.

For grade GS-5: At least one year of specialized experience equivalent to grade GS-4 in Federal or other service. For placement at grade GS-5 the following would be generally qualifying: basic clerical or technical support duties related in some way to debt collection, such as notifying debtors of approval and repayment terms; providing explanations of debt; reviewing and processing requests for waivers; informing debtors of appeal processes; and other work generally supportive of a debt collection enterprise where there is direct contact with clients/customers.

For grade GS-6: At least one year of specialized experience equivalent to grade GS-5 in Federal or other service. For placement at grade GS-6 the following would be generally qualifying: substantive clerical or technical support duties performing for the most part the full range of duties as described in this vacancy announcement. The work need not be exactly the same, but must be closely related and therefore relevant to the position to be filled. Work equivalent to grade GS-5 is usually done independently based on a considerable knowledge of debt collection and directly related processes.

For grade GS-7: At least one year of specialized experience equivalent to grade GS-6 in Federal or other service. Grade GS-7 represents the full-performance level of the position. Substantive clerical experience, but usually considerable technical experience, related directly to the position to be filled may be considered qualifying. Such experience may be comparable to that which is qualifying for grade GS-6, but must demonstrate your ability to assume the full range of duties within a short period of time upon placement in the position. Such experience would involve review and analysis of information related to maintenance of debts; or responsibility for an accounts receivable or debt collection function; or a mix of clerical and technical functions related directly to the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). V olunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be rated on the following competencies based on your application for this position. Applicants must possess experience that clearly demonstrates the following competencies (except in cases where education is substituted for experience at grade GS-5):

Competency 1: Ability to communicate orally.
Competency 2: Ability to communicate in writing.
Competency 3: Knowledge of computerized payment systems with the ability to prepare input, analyze output data, and reconcile errors that require an understanding of non-standard procedures.
Competency 4: Ability to understand policies and procedures as they relate to benefits program, or payments for benefits, or award processing and collection standards.
Competency 5: Knowledge of debt collection laws, regulations, procedures and payments.
