Job Description
Instructional Systems Specialist
  • Serves as an analyst, course or program designer for major instructional projects leading to instructor-led, webinar, e-learning and job aid solutions.
  • Creates dynamic and interactive training programs of major size and/or complexity that are aligned with organizational goals, staff development needs, and overall training requirements.
  • Conducts various analysis (e.g., occupational analysis, front-end analysis, job analysis, task analysis, or job task analysis) and fact-finding sessions with functional area managers and/or workforce personnel to discern training objectives, job performance requirements, skill requirements, delivery requirements and other facets impacting the determination and development of the training system, method, and materials.
  • Utilizes the ADDIE process of Instructional Systems Design to collaboratively design and develop training materials (presentations, quick reference tools, instructor/participant guides, etc.) on a variety of topics.
  • Evaluates the effectiveness and efficiency of all aspects of education and training programs including: administrative policies and procedures, curricula, instructional methods and techniques, adequacy and utilization of training aids and devices, facilities, equipment and testing.
  • Develops evaluation methodology and instruments such as course critiques, pre/post-test analysis, and on-the-job participant/supervisor surveys, and embeds instruments in the course design.
  • Establishes best practices surrounding content development, materials, media and testing, including creating design templates and identifying opportunities to streamline the design process.
  • Serves as an NCA course facilitator.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS-12. At the GS-11 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-11 LEVEL:
  • GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At least one year of documented experience developing and designing the instructional content for instructor-led or web-based training courses in an adult education environment as well as experience coordinating and integrating the types and capabilities of instructional methods, materials, and media for a training plan/program.
OR,
  • GS 11 -Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
  • GS-11 Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the 36 semester hours of graduate education earned.
GS-12 LEVEL:
  • GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: at least two years of documented experience developing and designing the instructional content for instructor-led or web-based training courses in an adult education environment as well as experience coordinating and integrating the types and capabilities of instructional methods, materials, and media for a training plan/program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Occasional travel may be required. Work is usually performed in offices, meeting rooms, classrooms or similar settings involving everyday risks or discomforts. The work is performed in an environment that is adequately heated, ventilated and temperature controlled.
