IT Specialist (INFOSEC)
The first 50 candidates who applied will be considered for referral to the selecting official. Additional candidates will be referred based on hiring needs.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Physical Requirements: This work is primarily sedentary in nature. No special physical demands are required to perform the work.

Major Duties:
  • Provide assistance to facility management or system owners on the risk management process for information systems as required throughout their life cycle.
  • Process Virtual Private Network (VPN) and Public Key Infrastructure (PKI) requests.
  • Investigate and report all information security incidents and provides updates until closed.
  • Ensure the Information Technology security weaknesses identified in external or internal audits are documented.
  • Participate in the review of a station's information security program, by assisting in the performance of internal control and security investigations and reviews.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Applicants may substitute education for the experience required for the GS-11 level.

OR

Applicants may also combine education and experience to qualify at the GS-11 level.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

There is no educational substitution for the GS-12 level.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Experience should have equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service). The Specialized Experience for this position is: Knowledge and application of National Institute of Standards and Technology (NIST) Special Publications and Federal Information Processing Standards (FIPS) on information security and federal laws governing information security such as the Federal Information Security Modernization Act (FISMA).

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service).The Specialized Experience for this position is: The ability to work on multiple projects at the same time. Work as a subject matter expert, and on occasion as a project leader. Work on large complex projects that require expertise across multiple disciplines and environments. Expertise in IT infrastructure, Client technologies, hardware, software, operating systems, and peripherals in the VA Environment and industry. In addition to knowledge and application of National Institute of Standards and Technology (NIST) Special Publications and Federal Information Processing Standards (FIPS) on information security and federal laws governing information security such as the Federal Information Security Modernization Act (FISMA).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
