Job Description
Management Analyst

This position is responsible for the day-to-day business software operation, coordination and ongoing maintenance of eCMS systems within the NCA, in addition to providing end user training.

  • Provide user support for eCMS through training supporting applications, and coordination with IT Specialists.
  • Have expert knowledge in all applicable acquisition systems and experienced in providing recommendations and solutions to staff to ensure effective and efficient daily system operations.
  • Work with local and national VA counterparts on issues concerning Enterprise wide system enhancements.
  • Serve as Subject Matter Expert (SME) for all integrated acquisition systems to include, but not limited to, the Electronic Contract Management System (eCMS), the Federal Procurement Data System (FPDS-NG), Contractor Performance Assessment Reports System (CPARS), the Electronic Contracting Officer Representative system (eCOR), MicroStrategy (MSTR) reporting tool, Centralized Administrative Accounting Transaction System (CAATS) as well as Government points of entry, such as FedBizOpps and GSA eBuy.
  • Function as the NCA Contracting Service Applications Coordinator to promote exclusive utilization of eCMS as the sole system for contract formation and administration.
  • Provide new user and continuing training to all contracting staff, to include training in the utilization of eCMS and its various components, and other related acquisition software applications, and emerging technologies, such as FMBT/iFAMS systems.
  • Working with management, develop, maintains, and/or issue NCA Standard Operating Procedures and other guidance materials.
  • Serve as senior business analyst and data processing coordinator for NCA Contracting Services utilizing various data analytical software
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS-13. At the GS-12 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

  • Knowledge of Microstrategy: Demonstrated knowledge and experience in developing and editing reports in Microstrategy using eCMS attributes and metric filters.
  • SharePoint Administrator Experience: Applicant's resume should demonstrate experience as a publisher, manager and maintenance of SharePoint.
  • Acquisition knowledge: Demonstrated knowledge and application of acquisition regulations and policy as it related to acquisition applications within the eCMS Core Package to provide practical assistance to staff and convey issues to the help desk.
Specialized Experience:
  • You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert knowledge of the Electronic Contract Writing & Managements System (eCMS) functions, and all integrated acquisition systems software, such as FPDS, CAATS and MSTR, and knowledge and skill in software applications operation; operation of the (e-CMS) core package; training and user support; and participation in implementation and testing of new systems and programs; conducting audits, quality assurance checks and performing data analytics (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. ) You will be rated on the following Competencies for this position:
