Job Description
IT Specialist (INFOSEC)
The first 50 candidates who applied will be considered for referral to the selecting official. Additional candidates will be referred based on hiring needs.

Major Duties:
  • Establish cybersecurity metrics to measure and evaluate systems performance and total cost of ownership. Develop and monitor metrics used in evaluating the accomplishment of IT goals and objectives Develop, implement, and interpret metrics for the evaluation of IT program effectiveness and efficiency.
  • Assist other organizations in developing business cases including establishing IT performance metrics and anticipated total cost of ownership Establish metrics and associated cybersecurity performance measurement tools Create, fine tune, and compiling metrics for security devices, along with maintaining documentation for security related processes and procedures.
  • Support the customer in achieving a risk based and cost effective cyber security program compliant with National Institute of Standards and Technology's (NIST) Cyber Security Framework areas; Identify, Protect, Detect, Respond, and Recover.
  • Establish and collect metrics to monitor and validate cyber workforce readiness including analysis of cyber workforce data to assess the status of positions identified, filled, and filled with qualified personnel. The incumbent will also provide metric data to the OCS Executive Dashboard.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. May carry light items such as paper, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort.To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Selective Placement Factor for this position: The Applicant must have in depth knowledge of Federal Information Technology Standards, knowledge of DISA STIGS, SCAP, FDCC/USGCB, and experience with key Security Products, including RSA Archer, Forescout, IBM Big Fix, MacAfee Application Control, and Splunk.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Establish cybersecurity metrics to measure and evaluate systems performance and total cost of ownership. Develop and monitor metrics used in evaluating the accomplishment of IT goals and objectives Develop, implement, and interpret metrics for the evaluation of IT program effectiveness and efficiency.

There is no educational substitution for the GS-14 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
