Job Description
Human Resources Specialist

This a virtual Human Resources Specialist position, which involves an array of duties consisting of mostly recruitment and placement. The other responsibilities of this position include position management, benefits and retirement, and classification. Below are some of the major duties of the position: Recruitment and Placement: Troubleshoots difficult internal and external staffing and placement problems; and provides advice and guidance to staff on unusual, difficult, or controversial recruitment situations. Provides advisory services essential to enable managers and supervisors to properly plan and develop the recruitment and placement program. Provides advice to managers regarding recruitment and placement actions that are covered under Title 5, Title 38, and Hybrid 38 positions. Position Management: Conducts position management by advising management on the accepted principles and rules of judgment in analyzing contentious and complex individual positions and organization structure issues. Benefits and Retirement: Administers special retirement program for assigned organizational units which includes determinations of eligibility, employee coverage and providing information about how to obtain certification of special retirement coverage from previous agencies. Provides direct counseling on benefit program entitlements/options and on interpretations of the law, regulations, and policies. Classification: Provides technical advisory classifications to managers, supervisors and employees.

Work schedule: Monday - Friday, 8 a.m. - 4:30 p.m.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as the HR focal point for staffing programs, leading varied and special assignments; drafting announcement in USA Staffing, accepting recruitment packages and verifying for accuracy; advising service lines of recruitment and staffing laws and policies; reviewing qualifications for various vacancies to include Title V, Hybrid Title 38, and Title 38 applicants; reviewing and resolving employee benefits inquiries pertaining to employee leave, thrifts savings plans, service computation dates; and processing position classification requests. OR Applicants applying at the GS-11 may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; OR an LL.M., related to the position being filled To qualify based on education for this grade level you mut have OR Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a doctoral degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
