Job Description
Equal Employment Specialist

In this position you will serve as the Equal Employment Specialist in the Equal Employment Opportunity (EEO) Office. The major duties include but are not limited to:

  • Responsible for the planning, development, implementation, evaluation and monitoring of the Affirmative Action, Equal Employment Opportunity and Alternative Dispute Resolution programs.
  • Develops data, writes reports and makes recommendations for the Medical Center Director on performance improvement for the facility's EEO Programs.
  • Establishes collaborative efforts with Human Resource Management staff to ensure efforts in the recruitment, training and career advancement of all employees is consistent with EEO goals and objectives.
  • Monitors and is responsible for the management of the Albany VA Medical Center's overall EEO/Diversity program on an on-going basis.
  • Serves as the facility representative to establish and maintain a relationship with local community groups, who are interested in civil rights or equal opportunity;
  • Manages the EEO complaints processing program;
  • Conducts investigations and interviews with complainants, parties, and witnesses regarding EEO allegations with employees at all levels of the Medical Center;
  • Implements all Special Emphasis programs including recruiting, selecting, developing , advising, mentoring, approving activities, providing leadership, and providing technical guidance of collateral duty managers within the Federal Women's Program, Hispanic Program, Persons with Disabilities Program, Black/African American program, Native American Program, Asian/Pacific Islander program and the Lesbian/Gay/Bisexual/Transgender and Supportive Allies program;
  • Responsible for national internships offered at the Medical Center including SEEP/SCEP, Technical Career Field (TCF), Hispanic Association of Colleges and Universities (HACU), and Workforce Recruitment Program (WRP);
  • Provides awareness and education to Medical Center staff regarding Alternative Dispute Resolution program policies and procedures (i.e., New Employee Orientation);
  • Identifies, coordinates, and conducts EEO Training for employees, managers and supervisors;
  • Performs other related duties as required.

Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m.

You must have at least one full year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the EEO Specialist position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience includes: working in the equal employment opportunity field under general administrative supervision and with wide latitude for exercise of independent judgment; applying technical knowledge of equal employment opportunity (EEO) policies, regulations, practices; obtaining information/facts with regard to EEO complaints; explaining EEO regulatory and legal requirements; provides advice to management; provides counseling services to employees concerning equal employment problems; establishing contacts with organizations and community groups to improve organization's recruitment efforts; performing administrative tasks such as analyzing information; preparing reports, and maintaining files. This experience must be detailed in your resume to receive credit.
