Job Description
Program Analyst (OA)

Specific duties of the position include, but are not limited to, the following:

  • Works with research investigators, study staff, administrative team members, and external personnel to overcome obstacles, barriers and difficulties in the process of initiating and conducting research.
  • Identifies problems, assesses alternatives, and chooses solutions to meet overall program goals, including evaluating the effectiveness and sustainability of the resolution.
  • Collects, interprets, and identifies trends of data and develops conclusions required to effect change to improve a research program.
  • Creates and maintains database systems designed to manager and track research study transactions, house regulatory documents and archive relevant source information for active and discontinued studies.
  • Manages protocols, manuscripts, and research communications along with maintaining all administrative research records.
  • Uses internal and external electronic record-keeping mechanism to conduct the business of the Research and Development service
  • Organizes and tracks numerous simultaneous research projects and proficiently submitting information to appropriate reviewers as apart of the approval process.
  • Utilizes good time management skills to facility research investigator and study teams with timely submission of documentation and guiding researchers through the project approval process.
  • Serves as subject matter expert on policy interpretation and research related directives and guidance.

Work Schedule: Monday - Friday, 8:00am-4:30pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor: This position contains a selective placement factor. A selective placement factor is a knowledge, skill, or ability, that an individual must possess to be minimally qualified for the position. Those who do not demonstrate the selective placement factor in their resume or do not possess it will be disqualified from consideration. The selective placement factor for this position is: must have clinical or academic research experience and experience with working with Institutional Review Boards, Research committees and subcommittees and/or clinical trials.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing administrative records; collecting, interpreting and identifying trends in data; utilizing electronic record-keeping mechanism developing and maintaining documentation for databases, utilizing good time management skills etc. . OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Preferred degrees will be in the subject of Masters in Healthcare Administration, Public Health, Health Informatics, or research-related field. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree as described above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some light to moderate physical effort may be required when copying materials, lifting stacks of research project packets/binders, and making trips to offices for delivery of review documents throughout the VA and possibly at other Affiliate locations outside the VA.
