Job Description
Supervisory Facility Operations Specialist (Quality Control)
Major duties and responsibilities include the following but are not limited to:
  • Incumbent sets qualitative and quantitative standards for the construction program.
  • Evaluates the condition of all facility components by performing Facility Condition Assessments that include buildings, equipment, utility systems, cosmetic conditions.
  • Keeps abreast of new and innovative ways to reduce costs through automation, energy conservation, method analysis and improvement.
  • Reviews and analyzes work accomplishments, cost and utilization of subroutines to evaluate productivity and cost controls.
  • Develops policy, procedures, memorandums and standard operating procedures to ensure that quality standards are met.
  • Incumbent determines the priority for maintenance, repair and improvement of all buildings. Modifies plans to respond to changing and unpredictable demands for services and unscheduled maintenance.
  • Investigates work-related problems to determine cause of excessive cost or low productivity and implements corrective actions.
  • Performs audits and educates staff on Joint Commission
  • Studies and develops recommendations concerning changes in specifications requirements, work techniques and standards, revisions of organizational structures, responsibilities, and improvement or modernization of equipment, facility, layout and workflow.
  • Annually, develops a comprehensive program of facility maintenance and repair, utility and energy management.
  • Monitors consumption of utilities.
  • Responds and acts on Legionella Prevention alerts. Plans and anticipates requirements to be met for Legionella Prevention.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders. Ability to lead or supervise. Ability to plan and organize work. Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards. Ability to understand and appropriately apply procedures, requirements, regulations, and policies related to specialized expertise; maintains credibility with others on technical matters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
Engineering Service performs partially sedentary work involving considerable walking to all parts of the Health Care System, including patient care areas and travel to all locations of Iowa City VA Health Care System (satellite clinics, CBOCS, remote facility offices, and other locations). There is an occasional requirement for stooping, lifting, or carrying books, boxes of computer paper, laptops, or other computer equipment. Additional requirements include use of a standard computer keyboard and mouse and viewing of computer screens continuously for at least 2 hours and repeatedly throughout the day. Incumbent must be in good health and able to spend several hours daily walking, climbing, and surveying in close quarters. He/she must be able to acclimate to varying outside temperatures while exercising duties. Incumbent works in many environments; office, hospital support buildings, and grounds and may have to work in all types of weather from hot and rainy to cold and snowy.
