Job Description
Program Analyst
Major Duties Include (but are not limited to): Analyzes and evaluates on a qualitative and/or qualitative basis the effectiveness of operations, policies, procedures, and other situations in order to provide improved and cost-effective changes and/or solutions; Provides personal observances on planned studies to gather information that identifies and analyzes procedures, problems, and issues, and formulates conclusions and/or recommendations; Provides oversight and development of efficient and quality programs for the Department of Veterans Affairs beneficiaries; Identifies information required for management and leadership of program operations; Compiles results and recommendations, prepares reports, and presents briefings to leadership on recommended changes in order to gain leadership's understanding and acceptance of findings and recommendations; Studies, analyzes, and develops methods to improve the efficiency, accuracy, and timeliness of services provided to both internal and external customers; Develops and recommends changes in program objectives to ensure sound utilization of human, financial, and material resources; Performs quantitative and qualitative analysis methods and techniques in order to carry out responsibility for all program analysis functions; and Presents conclusions and recommendations based on the analysis and evaluation to operating or management officials for the use of ensuring efficiency, economy, and balance in the development and execution of operating programs.

Work Schedule: 8 hour tour, Monday-Friday, between the hours of 6 AM-4:30 PM, (Shift TBD by Supervisor)

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
Specialized Experience (GS-9): You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Examples of Specialized Experience include (but are not limited to):
1) Provides staff support for quantitative and qualitative methods, eligibility expertise and guidance, consultation, and administrative support in developing, analyzing, and evaluating health systems
2) Oversees and conducts internal quality eligibility determination audits required to monitor employee performance concerning the application of productivity and quality standards
3) Monitors multiple processes to ensure eligibility determinations are in compliance with appropriate regulations and laws
4) Determines the need to formulate and conduct training for the Eligibility Enrollment and Verification department
5) Establishes and maintains a detailed departmental desk procedures manual
6) Provides primary interface between the department and Office of Information and Technology (OI&T)
7) Monitors the quality control functions of the department to include employee performance audits and special audit projects

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary but occasionally requires carrying of light objects, walking, standing, and bending. No special physical qualifications are required. The work is typically performed in an office setting.
