Human Resources Specialist

The duties and responsibilities of the Human Resources Specialist-Performance Management include, but are not limited to the following:

Incumbent will administer the awards programs involving individual and group monetary/ time-off, major honorary, suggestions, quality step increases and informal recognition. They will serve as the primary contact for management and the awards committee in developing, monitoring, and executing procedures for award nominations; They will develop and monitor the awards budget and statistical database and provide management with detailed statistical reports pertaining to financial status, types, and numbers of awards granted and pay plan, series, grade, and race and national origin data. Reviews, evaluates, and determines the legitimacy of employee recognition award justifications to determine if they meet technical requirement and appropriate justification is submitted. They will ensure that performance ratings are aligned to justify recommendations for a rating-based award. Provides technical advice to supervisors concerning necessary criteria. Makes decisions within established parameters for program execution. For example, decides when to publicize various parts of the awards program; and/or revises local guidelines regarding award eligibility in accord with general guidelines established at a higher level within or outside the agency. The incumbent will review and evaluate employee performance plans and information justifying employee rating, ensures that mandatory requirements such as employee performance plan issuance, mid-year reviews, and final reviews are met; and present performance management as a beneficial tool to help managers and supervisors manage and improve individual and organizational performance and assists in designing programs that support and align with organizational goals. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: researching regulations and policies related to HR, preparing written correspondence, advising and guiding customers in a variety of HR-related matters, resolving conflicts and issues, in a constructive manner, and gathering, organizing, analyzing and maintaining information related to HR . OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree related to the position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond an 1 full year of graduate level education or superior academic achievement.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
