Job Description
Human Resources Specialist (Employee Benefits)

Retirement & Service Award Program Administration
-examines retirement applications filed by employees to compute employee annuity and survivor estimates pending final Office of Personnel Management (OPM)adjudication
-decide whether documentation is adequate to establish entitlement to an annuity, whether there is sufficient information to compute an interim annuity amount, and whether conditions necessary to permit release of payment are satisfied;
-determine the amount of retirement contributions, refunds of contributions, payment and repayments needed for service credit
-determine the need for additional information prior to establishing entitlement to an annuity on the basis of clear-cut parameters established for program implementation at a higher authority
-determine the appropriate retirement coverage for new employees and current transfers, reinstatement and reemployed annuitants;
-process and maintain all service awards.
-Coordinates and conducts retirement seminars and periodic employee training

Benefit Program Administration
-conducts health benefits open season for employees
-administer the Federal Employee Group Life Insurance, Health Benefit, and Thrift Savings Plans programs
-counsel employees and annuitants concerning rights and entitlement to employee benefits
-conduct New Employee Orientation, briefing various federal benefits.
-program responsibility for the following programs: Child Care Subsidy, Transit Benefit, Work Life, Thrift Savings Plan, Financial Literacy, and Military Buy Back.
-process employee death claims; explain to the beneficiaries the various payment entitlements and the different programs that they could receive payment from and their specific benefits that the beneficiary could be entitled.

Office Automation
-use MS Word/Excel PAID system, Outlook, HR Web, DFAS, GRB Assist, Remedy and VISTA to perform daily tasks to meet the needs of the customers and support the mission.
-transmit and receive documents and messages electronically.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan and organize work; applying HR policies and procedures, court decisions, and issues that pertain to employee benefits programs, using various federal retirement systems and leave programs, applying research methods and information gathering techniques, communicating ideas clearly both orally and in writing to effectively present findings and advisory opinions, prepare benefit documents, and make clear and concise recommendations, applying principles, practices, and techniques of performance appraisal and awards programs within a complex and large multi-mission organization; handling emotionally sensitive issues related to illness and/or death, OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education that must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level (1 year of graduate level education) may be used to qualify at the GS9 grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
