Job Description
Accounts Receivable Technician

The Accounts Receivable Technician is located in Patient Business Services, Medical Care Cost Recovery Program, within the Southeast Louisiana Veterans Health Care System (SLVHCS) and services the medical center and six Community Based Outpatient Clinics (CBOCs). The incumbent is responsible for all third party billing activities, including but not limited to inpatient episodes of care, outpatient visits, ineligibles, pharmacy, Humanitarian, Tort Feasors, and Workman's Compensation. Major duties for the position include (but are not limited to):

  • Preparing statements of charges on Form UB-92
  • Preparing billing statements for all Tort Feasor cases, Workers Compensations, patients determined to be ineligible to receive medical care, patients who receive treatment as a result of a job-incurred injury or illness, and other patients (veteran and non-veteran) receiving treatment;
  • Utilizing the Quadramed scrubber and other pertinent software required by the VISN for billing purposes;
  • May be involved in audits and special studies relative to the Medical Care Collection Fund (MCCF) Program;
  • Discussing discrepancies in the coding found in progress notes with appropriate staff members to avoid problems with insurance companies on complex situations;
  • Ensuring there is adequate documentation to support the codes billed;
  • Ensuring resident supervision guidelines are followed on all cases where a resident is involved in the treatment of the patient;

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working knowledge of accounting laws and procedures; processing accounting transactions; reviewing billing inquiries, collection, and follow up activities on varied categories of receivables; verifying the accuracy of accounting transactions; entering and tracking financial data within an automated accounting system; and preparing billing invoices, financial reports OR,
  • Education: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree.
