Job Description
Human Resources Assistant- Recruitment and Placement

The incumbent functions as a Human Resources Assistant in the Human Resources (HR) Management Service, Portland VA Medical Center (PVAMC), in Portland, Oregon. The HR Assistant is responsible for assembling pre-employment information for Title 5 and Title 38 employees, builds NEO folders and provides orientation to new employees. Briefs employees, explains benefit options and insures completion of the official forms or documents required by the employee. Explains forms and requirements to new employees during orientation sessions; Administers oath of office, explains pay rate, may attend job and career fairs. Responds daily to walk-in and telephone inquiries in relation to complex issues involving employee Benefits, provides counseling to both Title 5 and Title 38 employees on benefits (e.g. Federal Employee Group Life Insurance (FEGLI) program; Federal Employee Health Benefits (FEHB) program; Temporary Continuation of Health Benefits), Thrift Savings Plan (TSP), annual and sick leave accrued, creditable service history; within grade increases; employment compensation; eligibility requirements for benefits. Routinely resolves complex technical problems regarding benefits and pay requiring data analysis and coordination with payroll office, customer service representatives, health insurance carriers, etc. Publicizes the Federal Employee Health Benefits (FEHB) and the Federal Employee Group Life Insurance (FEGLI) Open Seasons, and makes necessary arrangements for the FEHB Health Fair. Provides counseling to employees on eligibility, permissible changes, TSP withdrawal options, etc., and completes and/or processes pertinent forms. Makes available the necessary forms for employees ensuring regulatory requirements are met. Other duties, as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Full-time, M-F, 8:00 a.m. to 4:30 p.m.

Examples of specialized experience would typically include, but are not limited to: extracting and inputting data into specific programs; coordinating incoming data; reviewing documents for omissions/inconsistencies; ensuring data entry is accurate and complete; knowledge of a variety of personnel action items such pay changes, separations and accessions, etc.; researches and identifies problems; determines entitlement to benefits such as life and health insurance; utilizes/interprets a variety of HR regulations, procedures and/or policies; utilizes a variety of HR related programs such as WebHR, Electronic Official Personnel Folder (EOPF), HR Smart, DFAS Remedy, etc.; verifies veteran's documentation for hiring and for processing; completes pre-employment checks such as LEIE and HIPDB; screens applicants for minimum qualifications; posting vacancies; reviews performance appraisals; assists with awards; provides limited advice on employee relations and guidance on discipline, leave without pay (LWOP), etc.
