Job Description
Business Manager

Duties and Responsibilities:
Manage all aspects of the Business Contact Center by planning, developing, evaluating, controlling, directing and marketing activities in multiple programs related to the Contact Center to include CITC patient care.
Develop, analyze, evaluate, advise on, or improve the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management.
Interpret and implement VHA Central Business Office policies and procedures pertaining to medical administrative services.
Significant analytical and evaluative responsibilities of maintaining appropriate and up to date data for scheduling/operator and nurse triage.
Establish and maintain knowledge of and cooperative relationships with various departments within the VAACC, Veterans Service Organizations, community hospitals, and various others such as stakeholders, public health officials, news media and the community at large.
Develop the knowledge and demonstrate the skills to function as the beneficiary/patient transportation expert at the VAACC level on matters concerning the Business Contact Center.
Prepare replies to inquiries from the Members of Congress, other Government agencies, and individual veterans or their representatives as the issues pertain to Business Contact Center for the VAACC Director's signature.
Perform the full range of personnel management and supervisory personnel functions for approximately 40 FTEE with varied functions and duties.
Perform/coordinate personnel actions, maintain personnel-related records such as performance ratings, position descriptions, awards and proficiencies.
Work schedule: Monday - Friday, 8:00 am to 4:30 pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: include, but are not limited to: thorough and comprehensive knowledge of pertinent laws, regulations, policies, guidelines and procedures is required; broad knowledge and experience in the field
    of patient administration, inpatient and outpatient, medical records and related fields of medical administration; thorough knowledge of varied functions of computer spreadsheets, database computer applications, etc., to produce and maintain a whole variety of documents; thorough knowledge of statistical (mathematical) analytical principles and computer literacy of the degree that program systems are developed and data entry and reports retrieval can be made; be able to plan effectively, have sound fundamental knowledge or organizational theory and practice, and have a high degree of skill in oral and written communications; Incumbent must have a thorough knowledge of the various computer packages, including but not limited to VistA, CPRS, TRM, and VHG. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have a Ph.D. or 3 full years of progressively higher level graduate education leading to such a degree, or a LL.B. if related. . OR,
    Combination:
    Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Ph.D. or 3 full years of progressively higher level graduate education leading to such a degree, or a LL.B. if related.
