Job Description
Program Support Assistant

This position is located in the National Cemetery Administration's Memorial Products Services (MPS) with a duty location at the MPS Processing Site in Elwood, IL. The primary purpose of this position is to perform total case management over a full range of claims evaluation activities for government furnished headstones and markers. These responsibilities also include oral and written communication, data entry, document research, determining benefit eligibility, inscription formatting and approval, preparing correspondence to applicants and reporting or resolving a variety of problems that can exist with a case.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.
Compressed/Flexible Schedule: May be available per agency policy guidelines

The full performance level of this position is GS-07. At the GS-05 or GS-06 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/18/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-06 level of this position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

There is no time in grade requirement at the GS-05 level of this position.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • Must have the ability to type at least 40 words per minute.
You may qualify based on your education and/or experience, as described below:

GS 05 - Specialized Experience:
  • You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interacting with customers and staff, gathering data, coordinating meetings, establishing and maintaining an efficient filing system, using automated data processing equipment to generate a variety of reports, and establishing priorities and meeting deadlines.
OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Bachelor's degree or equivalent degree or 4 years of above high school education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 60 semester hours of under-graduate education earned.
GS-06 - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing graphs, charts, presentations, maintaining a database system; scheduling appointments; coordinating meetings and scheduling conferences; establishing and maintaining an efficient filing and reference system for all files; using automated data processing equipment to generate a variety of reports; typing letters, memos, reports, etc. in final form; processing incoming and outgoing materials such as correspondence, reports, memorandums, and other forms of written communication; establishing priorities and setting deadlines; gathering data; preparing reports, etc.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary and requires extensive use of the keyboard. The work also requires some walking and bending, with minimal lifting of files and equipment generally weighing less than 45 pounds.
