This is a Bargaining Unit position.

The Veterans Service Representative (GS-0996-09) is located in the Veterans Benefits Administration, Veterans Service Center (VSC), Waco Regional Office, Waco, TX.

Requirements:

To be eligible for consideration under CTAP, you must be a current Veterans Affairs employee who has received an official notice stating that your position is no longer needed, or that you will be separated by reduction in force (RIF). You must meet all of the following requirements for consideration of this position:

1. You have an official notice from the VA saying that your position is no longer needed (surplus employee) or that you will be a displaced employee separated by reduction in force (RIF). You must attach a copy of that notice to your application.
2. You have a current performance rating of at least "fully successful." You must attach a copy of your most recent performance appraisal to your application.
3. You occupy a position in the same local commuting area of the vacancy. You must attach your most recent non-award SF-50 to your application
4. You hold or have held the target grade of this position or higher GS-10. You must attach an SF-50 showing that you hold a GS-10 or higher to support this.
5. You are "well qualified" for the job. In order to be determined to be well-qualified for the job, applicants must clearly demonstrate in their resume that you have comprehensive knowledge of and skill in conducting interviews in person or by telephone with veterans, representatives, and advocates. Explaining the full range of veterans administration benefits and all related programs; including disability and death compensation programs; pension programs; education; vocational rehabilitation and other related entitlements; home loan guaranty program; small or disadvantaged business utilization; VA health care; life insurance; general Social Security Administration benefit programs;federal and state laws relating to domestic relations, and federal, state, and local assistance programs. Adjudicate and issue decisions for the most complex and sensitive claims, such as claims for PTSD, sexual trauma, secondary service-connection, Global War On Terrorism claims, and claims for unemployability and appointment cases.

Or applicants may substitute education for the experience required to qualify at the GS-09 level: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related may be substituted.

Or applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. he total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Your Reduction in Force (RIF) separation notice, notice of proposed removal for declining a directed geographic relocation outside the local commuting area, certification of expected separation, or other official agency certification or notification indicating that you have been identified as surplus or eligible for discontinued service retirement;

a. The position you may be or are being separated from:
1. Is the same or higher grade as the job announced; and
2. Has the same or higher promotion potential than the job announced; and
3. Is in the same local commuting area as the job announced;
4. Your most recent performance rating of record (which must be rated at least fully successful or equivalent).
