Requirements:

To be eligible for consideration under CTAP, you must be a current Veterans Affairs employee who has received an official notice stating that your position is no longer needed, or that you will be separated by reduction in force (RIF). You must meet all of the following requirements for consideration of this position:

1. You have an official notice from the VA saying that your position is no longer needed (surplus employee) or that you will be a displaced employee separated by reduction in force (RIF). You must attach a copy of that notice to your application.
2. You have a current performance rating of at least "fully successful." You must attach a copy of your most recent performance appraisal to your application.
3. You occupy a position in the same local commuting area of the vacancy. You must attach your most recent non-award SF-50 to your application
4. You hold or have held the target grade of this position or higher GS-05. You must attach an SF-50 showing that you hold a GS-05 or higher to support this.
5. You are "well qualified" for the job. In order to be determined to be well-qualified for the job, applicants must clearly demonstrate in their resume that they
(1) Developing materials for various types of claims for benefits; (2) Maintaining files and documents for claims processing; (3) Using computer systems to input data.

Or applicants may substitute education for the experience required to qualify at the GS-05 level: Four years of education above the high school level (120 college credit hours).

Or applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-05 grade level. For example, an applicant who has 9 semester hours of graduate education (i.e., 50% of graduate education required) and 6 months of acceptable specialized experience (i.e., 50% of the experience required) would satisfy the qualification requirements for the position. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.

2. Your Reduction in Force (RIF) separation notice, notice of proposed removal for declining a directed geographic relocation outside the local commuting area, certification of expected separation, or other official agency certification or notification indicating that you have been identified as surplus or eligible for discontinued service retirement;
3. Your Notification of Personnel Action(s), SF-50(s), or other official documentation that shows:
a. You are a career or career-conditional competitive service employee, in tenure group 1 or 2, or a current VA employee in an excepted service appointment without time limit, at grade GS-05 or equivalent and below, who has been conferred noncompetitive appointment eligibility and selection priority by law for positions in the competitive service; and b. The position you may be or are being separated from:
1. Is the same or higher grade as the job announced; and
2. Has the same or higher promotion potential than the job announced; and
3. Is in the same local commuting area as the job announced;
4. Your most recent performance rating of record (which must be rated at least fully successful or equivalent).

Failure to submit any of the above mentioned required documents may result in loss of consideration due to an incomplete application package. It is your responsibility to ensure all required documents have been submitted. You will not be contacted for additional information.
