This position is being filled under the Pathways Internship Program. The program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with paid work opportunities in agencies to explore Federal careers while still in school. The Internship provides managers a ready source of student employees and potential permanent employees upon completion of the program requirements. It also provides the student with work experience directly related to the curriculum studies or career goals while offering eligibility for non-competitive conversion to permanent employment upon completion. Recent Graduate Program Eligibility Requirements: The Pathways Recent Graduates Program is open to recent graduates who are legally permitted to work in the U.S. To be eligible, you must have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree, or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as many as six years after degree completion to apply. Upon completion of the Pathways Program, the selectee may be converted to a permanent competitive service position contingent upon meeting program requirements and the needs of the agency.

BASIC EDUCATION REQUIREMENT:
All applicants are required to have one of the following basic education requirements:

A. Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

MINIMUM QUALIFICATIONS:
In addition to the Basic Requirement, applicants must also possess Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization (GS-5 for the GS-7 level and GS-7 for the GS-9 level). GS-7: Specialized experience includes (1) Updating records in a variety of systems and databases; (2) Validating accounting data. Performing general ledger account reconciliations; AND (3) Reviewing and processing financial documents such as purchase orders, training expense documents or travel documents. GS-9 Specialized experience includes (1) Processing accounts payable or accounts receivable transactions; (2) Planning, tracking and reporting on financial or budget data; AND (3) Reviewing and/or preparing financial statements.

Such experience may have been gained as:
Certified Public Accountant
Accounting Technicians
Certified Financial Planners
OR
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
GS-07: 1 year of graduate-level education or superior academic achievement in addition to basic education basic requirements)
GS-09: Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree in addition to basic education basic requirements)
OR
Applicants may also combine education and experience to qualify at the GS-07/09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
