Physical Requirements: Some work may require walking and standing in conjunction with travel and to attendance at meetings
and conferences away from the work site. Some employees may carry light items, such as papers, books, or small parts, The work does not require any special physical effort.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Major Duties
  • Plans, develops, and coordinates all activities that supports the adoption of organizational change related to the implementation of ITIL processes and the ITSM tool driven by the SMO.
  • Develops and executes a change strategy and program that helps effectively prepare OIT leaders, stakeholders, and impacted users for organizational changes associated with the implementation of ITSM/ITIL.
  • Serves as an effective change agent providing expert technical and operational program oversight, guidance and direction to VA and OIT senior executive leadership on transformation functions activities, including technical requirements and capabilities, tools, standards, best practices, and training requirements to meet functional objectives, emerging issues, and future needs.
  • Evaluates the impact of changes in business needs, conduct feasibility studies and short-range (1-5 year) plans that set goals for organization change program operations.
  • Establishes metrics to track execution of OCM activity, monitor progress against key change management deliverables, and measure success of change strategies.

The Selective Placement Factor for this position is: Experience in Organizational Change Management responsible for planning, developing, and coordinating all activities that support the adoption of organizational change related to the implementation of ITIL processes and the ITSM tool.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience includes: Utilize Prosci ADKAR approach, ITIL best practices and processes, and experience implementing organizational change for organizations similar in size and scope to OIT. Responsible for direction of the high-visibility Organizational Change Management activities. Utilize a wide range of IT theories, principles, concepts, standards, and practices sufficient to provide sound and authoritative technical guidance on all related issues . This expertise is required in order to evaluate specific IT products, monitor technical performance of contractors and provide direction on the development and implementation on plans, policies, standards, and architectures that establish the framework for the management of this program.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
