Job Description
Supervisory IT Program Manager
Major Duties:
  • Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the
    area of authority.
  • Executes disciplinary action involving employees; provides recommendations for employee
    promotions, status changes, and awards. Has significant input in selection of employees to fill
    vacant positions. Approves/disapproves leave for subordinate employees. Ensures that
    employee leave is scheduled and approved to keep staffing at appropriate levels to meet or
    exceed mission needs.
  • Researches and justifies changes that may affect costs, employee job relations, and/or restrict/expand services performed and implements any approved changes. Ensures written instructions and procedures for routine, non-routine and complex assignments are developed and maintained.
  • Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance
    standards; and evaluates work performance of subordinates.
  • Prioritize the mission, objectives, terminology, and management practices in the activity and the ability to recognize probable areas of interaction, and overlap between proposed applications and existing systems.

Physical Requirements: The work is primarily sedentary in nature. .No special physical demands are required to perform the work.To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Position requires experience leading initiatives with increasing responsibilities in overarching design, process improvement, customer on-boarding of assigned Information Technology Infrastructure Library (ITIL) Services, ITIL Tool upgrades and other assigned projects. Necessary experience includes directing, coordinating and supervising the work of a group of employees performing a variety of duties within the Change and Configuration Management program. Extensive experience with reviewing, analyzing, standardizing, updating, and initiating Change Order Processes and Policy. Also, knowledgeable with Employing ITIL Change Management development methodologies to create policies and document processes. Experience working closely with customer Change Control Boards (CCB) to ensure that required CCB process steps are included within those changes under their oversight. Expert experience developing procedures, policies, and tools used within the IO and VA. Managing the information technology as it applies to a large, corporate data center environment. Strong knowledge of using analytical techniques, management theories, concepts, functions, and principles to ensure that studies, reviews, advice, and counsel reflect sound information and conclusions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
