Job Description
Budget Technician

Analyze, forecast and process monthly opening obligations in control points for payment of VA Community Care. Maintains accurate control point information and keeps supervisor apprised of significant increases or decreases in expenditures. Resolves discrepancies between transaction documents and accounts as is appropriate. Supports facility and OCC staff by acquiring financial information in response to audits or other oversight activities.

Work Schedule: 40 hours per week: Monday through Friday: tour of duty based on organizational needs.

  • 1st Area of Consideration: Current permanent Office of Community Care/Delivery Operations VA employees at station 741/742 in Boston, MA or Albany, NY;
  • 2nd Area of Consideration: Current permanent AFGE bargaining unit VA employees in the rest of Office of Community Care/Delivery Operations station 741/742;
  • 3rd Area of Consideration: Current permanent AFGE bargaining unit VA employees;
  • 4th Area of Consideration: All other permanent VA employees.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2018.

GS-07 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 07 position you must have served 52 weeks at the GS 06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  1. Proficiency of traditional accounting procedures including accrual, obligations, and costs methods.
  2. Efficiently communicate with internal and external customers to assess their needs, provide program information, provide resolutions' to requested issues and is committed to providing superior services.
  3. Analyzes and assists in preparation of budget plans projected expenditures.
  4. Perform accounting audits of payments for accuracy and statistical purposes.
  5. Resolves discrepancies between transaction documents and accounts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving and automobile, etc. No special physical demands are required to perform the work.
