Job Description
Medical Records Technician-Release of Information

The duties in this position are primarily advisory and technical in nature. Incumbent is responsible for evaluating the adequacy of each completed authorization form. Screens each request for information to determine urgency and assures that most urgent requests are completed first using established priority systems. Personally greets veterans/visitors and assists them in determining the exact nature of the request and whether the information requested can be released.

Applies public laws, rules, regulations and exclusions governing confidentiality of the medical record, including the Privacy Act, Freedom of Information Act and 38 U.S.C. 7332 governing the release of records containing information regarding the treatment of or referral for drug and/or alcohol abuse, Sickle Cell Anemia and infection with Human Immunodeficiency Virus (HIV).

The incumbent processes all incoming requests to the facility for Release of Information (ROI) along with information required by the VA Regional Office through the Automated Medical Information Exchange (AMIE), referring only problem cases to the Supervisor.

Evaluates validity of each request. Determines which information is to be released in compliance with existing laws (Privacy Act of 1974, Freedom of Information Act, and Health Insurance Portability and Accountability Act). Ensures that proper authorization exists before release is made. Processes the request to the requesting agency or individual. Inputs all requests into the ROI computer package for logging and tracking of these requests.

Work Schedule: Hours may vary, but most tours are Monday - Friday starting as early as 7:00 am and ending at 5:00 pm. Generally, not to exceed 40 hours per week. Occasional overtime, weekends and holidays may be required based on patient care needs.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • One year of experience that indicates knowledge of medical terminology and general understanding of the health record. Six months of the required one year of experience must have provided the knowledge, skills and abilities (KSAs) needed to perform MRT work.
  • Two years above high school with a minimum of 12 semester hours directly related to MRT work (e.g., courses in medical terminology, anatomy & physiology, and introduction to health records).
  • Equivalent combination of experience and education when combined is qualifying for this position.
Preferred Experience: ?
  • Knowledge of medical terminology, human anatomy/pathophysiology, and disease processes.
  • Knowledge of the content and format of the medical record
  • Practical knowledge of laws and regulations related to the disclosure of health information
  • Skills in the use of Word, Excel and Outlook software programs
  • Ability to use health information software appropriate to the position, such as the electronic patient record, and release of information tools.
  • Ability to communicate effectively orally and in writing to clinical staff and other facility employees
  • Ability to work cooperatively within a team setting.
  • Ability to provide excellent customer service
  • Knowledge of release of information and the amendment of medical record process

Grade Determinations: One year at the GS-5 grade level or equivalent private sector experience utilizing health information technology and various office software products utilized in MRT (ROI) positions (e.g., the electronic health record, release of information systems, etc.); knowledge of the Joint Commission requirements and/or health record documentation guidelines; and managing priorities and coordinate work in order to complete duties within required timeframes and ability to follow-up on pending issues.
