Job Description
Supervisory Health System Specialist

The Supervisory Health System Specialist (HSS) is located in the office of the Medical Care Line Executive at the Michael E. DeBakey Veterans affairs Medical Center. The HSS serves the Medical Care Line (MCL) as the coordinator, advisor, analyst, and planner for the delivery of the health care services within the MCL. The HSS has the principle responsibility to assist the Care Line Executives by fulfilling administrative duties. This allows the Care Line Executives to devote time to the clinical and academic aspects of this active affiliated Medical Center. Incumbent assists in the design, implementation, modification, and maintenance of quality management and risk management programs. Incumbent applies specialized knowledge of health care management to the planning, organization, and evaluation of the delivery of services.

Major Duties and Responsibilities

The administrative responsibilities span organizational boundaries at all levels of the Medical Center. The incumbent frequently meets with the Care Line Executives, advising them on issues that affect the delivery of health care in the MCL and the impact on the Medical Center. Incumbent analyzes problems that are unique to the VA System with its broad program missions, complex
administrative management problems, rapid fluctuation in various program priorities and requirements, and the many conflicts between program requirements and available resources. The HSS is recognized as a fully functioning manager among Care/Service Line Executives in contributing to top management policy and decision-making processes of significant importance to
the operation of the various Care/Service Lines.

The incumbent maintain and improve systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for the many clinical programs in the MCL. Incumbent is responsible for translating the policies, theories, and strategies into action within the complex interrelationships that exist related to MCL operations

1. Ability to provide administrative leadership in a clinical work setting in order to move complex processes and diverse people toward desired outcomes.

2. Ability to conduct studies and utilize data to make management decisions regarding a wide range of health care processes.

3. Ability to establish and create workflow methods and procedures, determine work to be accomplished and set priorities.

4. Knowledge of and ability to accomplish processes of resource management in order to acquire and deploy resources (personnel, budget, equipment, supplies, etc.) needed to achieve operating goals.

5. Ability to communicate effectively, both orally (educating, motivating, persuading, etc.) and in writing (correspondence, policies, studies, reports, etc.) with individuals of diverse backgrounds and varying levels or understanding regarding information being presented.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of this position is mostly sedentary in nature, functioning in a business office environment and in meetings. Some light physical effort may be required.
