Job Description
Program Specialist
  • Planning, developing and evaluating the research administrative programs
  • Conducting surveys of space utilization, manpower and equipment to resolve administrative problems arising in the normal operation of research programs
  • Preparing annual budgets and research projects by coordinating research activities with other VA and non-VA programs, academic institutions, service organizations, the Tampa VA Research and Education Foundation (TVAREF) and other groups and individuals
  • Serving as a liaison for an assigned JAHVH hospital affiliate on the Research & Development Committee and its subcommittees communicating the requirements of the committee and advising investigators on how to comply
  • Assembling, organizing and presenting information for budget development
  • Formulating a budget plan each fiscal year for all research functions
  • Working with principal investigators during the planning and operational phases of their research proposals to ensure that the program's budget is properly developed in accordance with VA Central Office (VACO) guidelines
  • Steering annual equipment inventories are conducted to assure all property is accounted for by the principal investigator
  • Gathering, coordinating data, analyzing, and preparing all JAHVH affiliate worksite research reports for the Administrative Officer and the Associate Chief of Staff for Research & Development

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: day to day data mangement, ability to identify administrative issues, knowledge of other organizations that impact on research management, knowledge of the general principles of organization management and administration, the ability to advise researchers, coworkers and customers correct policies, diretives and regulations, ability to provide admin support for research projets, ability to communicate effectively written and orally, ability to maintain highly efficient record and tracking sytems for research contracts, ability to understand federal, VA and VHA regs and policies, ability to use computer programs.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related to the position being filled. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work involves movement throughout the Research Administration area and JAHVH as well as occasional trips to other government and non-government settings. No extraordinary physical demands are required to perform the work.
