Job Description
Administrative Assistant (OA)
  • Provides assistance and serves as a liaison between the program office being served and the service Administrative Officer (AO) in providing guidance to the Chief of the Service on matters dealing with requirements and administrative matters.
  • Aids the AO in analyzing programs to determine whether activities and procedures meet requirements of laws, regulations, union agreements, Medical Center policies, etc.
  • Assist the AO in studying existing and proposed policy memoranda to detect and eliminate conflict and duplication.
  • Serves as the central point of authoritative information resolving any questions or problems that arise.
  • Monitors ongoing measures such as patient workloads, length of stay, turnover, utilization of specialty areas, and staffing patterns.
  • Provides the section with summary reports, control charts and other data aggregate reports.
  • Aids in the planning, programs, and managing in concurrence with the AO, and the annual operating budget.
  • Receives approved budget and prepares quarterly phased plans to show projected expenditures and resources requirements.
  • Places credit card orders, to include contacting vendors, oversees verifying of goods were received, reconciling orders, and handling any discrepancies.
  • Creates and uses various spreadsheets.
  • Assists in the overall administrative management of the Mental Health Service Line.
  • Serves as the Talent Management System (TMS) Coordinator or alternate TMS Coordinator.
  • Makes travel arrangements as assigned.
  • Performs a vast array of administrative and technical duties for the service residency program.
  • Performs typing and office automation.
  • Acts the service line Timekeeper and will be responsible for recording time, coordinating with supervisors and chiefs.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Special Placement Factor: You must be able to communicate in spoken and written English with patients and other health care personnel with sufficient fluency to satisfactorily carry out assigned responsibilities.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Office timekeeping; medical terminology, automation software (examples; medical software and Excel, spreadsheets and databases); work flow analysis; clerical support work.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary but requires some standing, walking, lifting and bending. Pressures arise when deadlines must be met and unexpected work load demands are experienced. Interruptions occur frequently.
