Budget Analyst (Community Care)
Area of Consideration: The initial area of consideration is this Central Arkansas Veterans Healthcare System (CAVHS). Management retains the right to select any appropriate recruitment methods such as current Federal employees serving on a career or career-conditional appointment, Reinstatement eligibles, those eligible for a non-competitive appointment under a Special Appointing Authority such as those for disabled veterans, those eligible for Veterans Recruitment Appointment (VRA) under the Veterans' Employment Opportunities Act of 1998,veterans eligible for a VEOA appointment, severely disabled individuals, Interchange Agreements with other Agencies, etc. Candidates from other sources may be considered only after consideration has been given the best qualified candidates from this CAVHS. Current permanent Veterans Canteen Service employees may apply for consideration under this announcement.

The duties of the Budget Analyst (Community Care) position in Fiscal Service include but are not limited to:
  • Assists leadership and management of departments including Community Care, Fiscal, and Social Work on budget formulation, obligation, execution, and allocations of funds.
  • Keeps accounting and projections of fund control points to request adjustments and additional funds if necessary for medical care.
  • Prepares analysis reports for use by leadership, management, and program operating officials pointing out trends, fluctuations and past totals. Reviews and reports on obligation and expenditure records.
  • Analyzes and audits usage of funds and reports to management on utilization trends or potential deficits.
  • Researches returned checks, audits duplicate payment reports, and audits obligations.
  • Assists with training of staff on auditing authorizations and obligations, revising estimates, and opportunities for de-obligating obligations.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 8:00 am to 4:30 pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Keeps accounting and projections of totals of all assigned fund control points to request adjustments and additional funds if necessary. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
  • Combination for GS-09: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year or 18 semester hours.
  • Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists leadership and management of different departments on budget formulation, obligation, execution, and allocations of funds.
